Satellite observations of the spectral properties of vegetation can provide insights on crop conditions and yield, and, furthermore, can monitor the impact of droughts. In the case of rainfed crops grown for self-sufficiency, a drought can result in significant human suffering, highlighting the need to understand how droughts affect the landscape in such regions. This paper uses remote sensing to assess the phenomenological impacts of two isolated droughts, distinguishing the response of different vegetation covers in semiarid developing regions where rainfed agriculture is common. Using the standardized precipitation index, one normal and two dry years were selected (2000, 2005, and 2011, respectively). An original protocol for land use land cover (LULC) classification that combines climatic, topographic, and reflectance information from 18 Landsat ETMC images was applied to subsequently distinguish drought effects in different classes through the selected years. Finally, two vegetation indices (normalized difference vegetation index (NDVI) and vegetation condition index (VCI)) were calculated to detect drought severity impacts over the different LULC classes. This approach was tested in Central Mexico and provided accurate information on the location and extent of areas affected by drought. The proposed approach can be used as a system for drought risk management in semi-arid developing regions.

The capacity of recently-developed extreme learning machine (ELM) modelling approaches in forecasting daily urban water demand from limited data, alone or in concert with wavelet analysis (W) or bootstrap (B) methods (i.e., ELM, ELM W , ELM B ), was assessed, and compared to that of equivalent traditional artificial neural network-based models (i.e., ANN, ANN W , ANN B ). The urban water demand forecasting models were developed using 3-year water demand and climate datasets for the city of Calgary, Alberta, Canada. While the hybrid ELM B and ANN B models provided satisfactory 1-day lead-time forecasts of similar accuracy, the ANN W and ELM W models provided greater accuracy, with the ELM W model outperforming the ANN W model. Significant improvement in peak urban water demand prediction was only achieved with the ELM W model. The superiority of the ELM W model over both the ANN W or ANN B models demonstrated the significant role of wavelet transformation in improving the overall performance of the urban water demand model.

The beliefs underlying the water supply-management, demandmanagement, and soft-path paradigms are examined. Two questions are considered. First, can social psychology's insights on mortality salience help explain the desire to control water and the dominant water supply-management paradigm? Second, can those insights also help explain the limited progress of demand management and water soft paths? We propose that mortality salience helps explain why individuals and societies seek to control water supply and, by extension, deny their connection to nature and limit consciousness of physical vulnerability. We briefly consider the implications of this perspective for water research, advocacy and policy.ARTICLE HISTORY
