This paper analyzes the roles of policies and preferences in national adoption of solar and wind energy technologies. We use cross-sectional and panel regressions for both the European Union and a broader international sample. We find that countries that price carbon emissions have gone on to adopt more solar and wind energy. The aggregate level of policy support, measured in euros per megawatt hour, appears to have been important for solar energy adoption. We also find that solar energy adoption has been larger in countries with higher proportions of people concerned about climate change. ÖZBugünün çoğunlukla fosil yakıtlara dayalı enerji üretimi ve artan enerji tüketimi, dünyanın gelişimi için sürdürülebilir bir yapı sergilememektedir. Enerji politikalarının sürdürülebilir bir yapıya dönüştürülebilmesi, toplam enerji tüketiminde yenilenebilir enerji kaynaklarının payının artırılmasını gerektirmektedir. Bu amaçla hükümetler, çevre kriterlerini dikkate alarak büyük yatırım planları geliştirmektedirler. 1980'li yıllarda alternatif finansman arayışları çerçevesinde, özellikle de finansman sorununa çözüm bulma amacıyla dünyada enerji üretiminde kamu-özel sektör işbirliği (KÖSİ) modelleri yoğun olarak kullanılmaya başlanmıştır. Türkiye'de de artan enerji talebinin hangi kaynaklardan karşılanacağı konusundaki tartışmalar gün geçtikçe önem kazanmaktadır. Çalışmamızın amacı, yenilenebilir kaynaklardan yararlanmayı maksimize edecek şekilde geleceğe yönelik önerilerde bulunmaktır. Public-Private Partnerships for Financing of Renewable Energy Investments: The Case of Wind Power Plants ABSTRACTToday's energy production and increasing energy consumption which is mostly based on fossil fuels does not demonstrate a sustainable structure for the development of the world. Transforming the energy policies to a sustainable structure requires an increased share of renewable energy sources within total energy consumption. To that end, governments have been developing large investment plans considering environmental criteria. Within the framework of alternative financing quest of the 1980s, public-private partnership (PPP) models have been extensively used in energy production across the world, especially as a solution for financial problems. Debates on potential resources to be used for meeting the increasing energy demand take on a new significance in Turkey as well. In this context, the purpose of our study is to recommend future policies with a view to maximizing the utilization of renewable resources.
