Exploring Enablers for an Ambitious Coal Phaseout

Abstract: To reach the mitigation goals of the Paris Agreement, many countries will have to phase out their coal power plants prematurely, i.e., before the end of their normal lifetimes, which will lead quite possibly to significant stranded assets. This could present a major challenge, particularly for many of the rapidly developing countries whose electricity demand is growing and which are currently expanding their coal fleets. Recent research shows that countries with aging power plants and decreasing coal consumpti… Show more

“…Though national decisions to phase-out coal result from complex political processes [9,27,32], we show that there are strong regularities in both the presence and ambition of coal phase-out pledges. The pledges are initially adopted in wealthy countries with small coal power fleets and then diffuse to countries with lower incomes and larger coal use.…”

“…In addition to avoided emissions, the amount of compensation is likely to be influenced by other factors which affect coal phase-out such as vested interests 30 , 31 , institutional capacity 26 , 30 , 32 , and national wealth 23 . We thus test the relationship between avoided emissions and compensation using a multiple-variable regression analysis.…”

“…A possible concrete implementation of this logic is shown in this issue by Brutschin et al (2022). They find a correlation between higher levels of state capacity and more ambitious levels of coal phase-out, and also trace specific strategies implemented by countries with higher levels of state capacity to prematurely retire coal power plants.…”
