The development of conceptual models of a digital city poses numerous challenges for developers. The public sector concept model has become one of the most difficult models to use. When developing algorithms to find a solution, the multidirectional interests of businesses and public institutions are combined. This type of model reflects the most acute and urgent problems faced by megapolises with regard to combining numerous localized services provided to the community in a limited territory. The administrations of both cities and regions (the scale of the smart territories) must make decisions concerning overcoming the barriers existing between the profits of commercial structures, the negative externalities generated by their activities, and the social benefits to the population in the territory under their control. It is necessary to solve this problem to achieve the effective management of enterprises belonging to the segment of long-term participants in various business activities, interacting with the surrounding social and business environment in a complex. This study takes into account the complex structures of the economic processes characteristic of megacities. The periodicity of economic processes is also taken into account. When choosing an optimization criterion, functions reflecting the level of internalization of responsibility for external effects were considered. The authors propose a mathematical model that can be used as part of the management decision support systems software, aiming at taking into account the externalities of a wide range of national, institutional, business, and social activities.

Previous studies have empirically investigated the influence of China’s urbanization on atmosphere pollution, the findings in the literature are however controversial and inconclusive across regions, data, and methodologies. This study uses the city-level panel data, 113 key cities of environment protection from the Ministry of Ecology and Environment, covering most of the provinces in China for the period 2013–2017 to investigate the different impacts of the new urbanization pilot policy on air quality and related air pollutants including six major pollutant sources, which are PM2.5, PM10, SO2, CO, NO2, and O3. The study finds that, first, based on the difference-in-difference (DID) method, the new urbanization on average tends to improve the air quality in the pilot cities. Second, based on the quantile DID method, the new urbanization tends to improve the air quality in the lower air quality quantiles (0.1–0.6); however, it has no significant impact in the higher air quality quantiles (0.7–0.9). Third, the impacts of the new urbanization on the air quality vary among different energy-related air pollutants. The new urbanization pilot policy tends to restrain SO2, PM10, and PM2.5, increase CO and O3 and has no impact on NO2. The results indicate that China should pay more attention to promote green consumption and new energy applications and increase urban construction efficiency to further reducing air pollutions in the new urbanization process.

At present, China is at an essential stage in the progress of social civilisation. At the same time, China's current economic level is developing rapidly and the level of urbanisation is also increasing. However, the uncontrolled development of urban space and excessive consumption of land resources have led to many urban ecological and environmental problems. As a result, there is an urgent need to improve the urban habitat. Plant landscaping is an important part of the urban environment. In addition, plant landscaping is also a crucial part of the visual arts and plays a key role in the shaping of urban spaces. In the context of the urban construction boom, people are increasingly demanding quality in the urban environment. Spatial scale, as a vital factor influencing the visual effect of planting, is gradually becoming a focus of landscape design. Urban greening based on plant landscape can not only improve the urban ecological environment and enhance people’s quality of life but also resolve the contradiction between the demand for urban green space and the continuous reduction of urban greening land. Therefore, plant landscaping is recognised as a key step towards global sustainable development. However, according to current research and application practice, the development of urban greenery is limited and hindered by the value of plant landscaping and its applications. In addition, no comprehensive theoretical system has yet been established at the plant scale. In other words, there are still problems of scale in plant landscaping, such as unreasonable density, disproportion, and unclear hierarchy. Therefore, this paper begins with the definition of plant spatial scale in the city and analyses plant spatial types and scale characteristics from multiple perspectives, so as to establish an overall knowledge of plant landscaping. After that, through a study of the current situation of plant landscaping in cities, a quantitative analysis of the visual scale of plant space in urban squares is carried out to address the issues of plant scale design in this research. The focus of the analysis is on the scale of plants in relation to related elements. Furthermore, this study explores the influence of visual aesthetic scale and psychological scale on planting based on the functional scale of plant elements. Finally, the above quantitative analyses are applied to derive some relative data criteria and to summarise the design strategies for the spatial scale of planting in the city. The findings of this study can provide some guiding suggestions and references for the future construction of urban greenery, thus promoting the orderly development of plant landscaping in cities.
