Renovation at district scale is a key strategy to reduce CO 2 emissions by optimising the implementation of renewable energy sources and taking advantage of economy of scale. This paper focuses on analysing good practice examples on energy renovations at district scale. The paper adapts a qualitative research methodology in four phases, including the multi-perspective analysis of nine exemplary renovation projects in six European countries, including identification of drivers and barriers of different stakeholders.It is found that the drivers for a district renovation are not restricted to energy savings, but typically also include improving the overall quality of life as well as the image and economic value of a district. Moreover, the need for financial models that can alleviate split-incentive problems between investors and resident organizations is identified.Barriers for carrying out a district renovation include that there is a need to comply with energy standards, that the renovation scope had to be limited to avoid a noticeable rent increase and that resettling of tenants during the renovation is often not possible.Lessons learned include that good communication amongst the different stakeholders, especially with residents, plays a key role for the success of the project. Furthermore, a strong leadership is needed to coordinate activities due to the great number of stakeholders.

Lessons From EU-Projects for Energy Renovation

There is an urgent need for energy renovation of the existing building stock, in order to reach the climate goals, set in Paris in 2016. To reach climate targets, it is important to considerably lower energy demand as well as switch to fossil-free heating systems. Unfortunately, renovation rates across the EU remain at a low level of 1% per year. Deep renovation, which lowers energy use with 60% or more, accounts only for 0,2% of renovations. The heating transition thus progresses much more slowly than the electricity transition. We draw on the framework of technological innovation systems, which allows comparison of different transitions. In the literature, it is argued that the configurational nature of the renovation system is one of the main reasons for the slow heating transition. The renovation system is context-bound and consists of many actors both on the demand-side and the supply-side, which leads to a fragmented market. For increasing the speed of the heating transition, it is deemed important to counter this fragmentation. We carried out a review of reports and publications of EU-funded projects on energy renovation. In many projects fragmentation in the building sector was identified as one of the main obstacles. We analyzed the deliverables of these energy renovation projects to find tried and tested solutions. One of these is the so-called one-stop-shop, which promises to improve the organization of the supply side, while also providing an appropriate and affordable solution to the customer. In the discussion we argue that the energy renovation system could be improved by increasing collaboration on the supply side and at the same time simplifying the renovation process for customers. A promising tool to make this happen is the one-stop-shop.

In many countries, depending on climatic conditions and the energy performance of buildings, the built stock is highly energy-consuming and constitutes a main source of greenhouse gas emissions. This is particularly true for Europe, where most of the existing buildings were built before 2001. For this reason, EU policies have focused on the Deep Energy Renovation Process of the residential building stock as the mainstream way for its decarbonization strategy by 2050. Based on a broad investigation of seven EU local retrofitting markets carried out within the H2020 re-MODULEES project, this paper defines a holistic methodology for understanding and facing the complexity of the renovation market and its inner constraints. Thanks to systematic surveys and the activation of stakeholders’ core groups (re-LABs), the main market barriers (cultural, social, technical, processual, and financial) were explored. Through a bottom-up clustering approach and vote analysis, a relevance classification of constraints of each pilot market and a detailed scenario of the most relevant market constraints at the European level were provided. This scalable methodology offers the baseline necessary for shaping more effective, cooperative, and tailored-made policies aimed at overcoming the current limitations to the full deployment of the Deep Energy Renovation Process (DERP) across the European markets.
