Chinese foreign policy has made a grand transition during the post-Mao reform era. Chinese foreign policy of the 21st century has become much more open and pragmatic in its relations with the outside world, more extensive in its reach and coverage, highly diversified in its functions and partners, more committed to international norms than before, and much more sophisticated in its dealing with the international community. Yet, the precise balance between the changes and continuities is still quite difficult to gauge. Furthermore, despite crucial visible changes, concerns and worries -even some fears -are discernible with regard to the rise of China. In the last 60 years, Beijing has sought hard to sustain consistencies (shizhong ruyi) in its foreign policy. Perhaps, that is the best clue the world has in inferring the future trajectory of Chinese foreign policy.

Suverenita je pro Čínskou lidovou republiku Čínu jedním z klíčových témat její zahraniční politiky. V tomto textu se zabývám tím, jak tento klíčový pojem a fenomén chápe čínská odborná sféra. Hlavní otázkou je, jak čínské odborné prostředí přistupuje k suverenitě a jak ji případně teoreticky či konceptuálně rozvíjí. V textu ukazuji, že lze identifikovat jednoznačně dominantní model, který je totožný s takzvaným konzervativním (absolutním, vestfálským) pojetím suverenity. Zároveň ale v některých specifických případech čínští autoři vykazují poměrně značný stupeň kreativity, a překonávají tak konzervativní pojetí suverenity. Těmito případy jsou vztah Číny k Tchaj-wanu a Hongkongu, propojení mezi suverenitou a lidskými právy a koncept inter-temporálního práva.

A China ingressa na Organização das Nações Unidas (ONU) em 1971, mas mantém uma postura de distanciamento e desconfiança praticamente durante toda primeira década como membro oficial. Hoje, os chineses estão entre os principais contribuidores de pessoal para as operações de paz, enviando desde equipes de apoio a batalhões de infantaria, sendo o membro mais ativo nesse sentido entre aqueles com assento permanente no Conselho de Segurança. O que explica tal mudança de comportamento? Quais fatores determinam a participação da China em missões de paz? O objetivo central do presente artigo é apresentar um panorama da literatura sobre o assunto, tendo em conta a variada gama de fatores causais identificados e a possibilidade de agrupá-los em categorias explicativas mais amplas. A metodologia utilizada ainda lança mão de ferramentas de estatística descritiva. Com esse empreendimento, espera-se prestar uma contribuição para os estudos sobre política externa chinesa em geral, com foco específico nas relações China-ONU e no engajamento de Pequim nas operações de paz.
