Expert assessments of the cost of light water small modular reactors

Abstract: Analysts and decision makers frequently want estimates of the cost of technologies that have yet to be developed or deployed. Small modular reactors (SMRs), which could become part of a portfolio of carbon-free energy sources, are one such technology. Existing estimates of likely SMR costs rely on problematic topdown approaches or bottom-up assessments that are proprietary. When done properly, expert elicitations can complement these approaches. We developed detailed technical descriptions of two SMR designs a… Show more

“…Several studies have explored issues such as the health impacts of fine particle air pollution (6)(7)(8)(9)(10)(11)(12) and of lead pollution (13), the likely nature and extent of climate change (14)(15)(16), the various impacts that may result from climate change (17,18), herbicide-tolerant oilseed crops (19), and the likely cost and performance of various energy technologies (20)(21)(22)(23)(24). The Environmental Protection Agency (EPA) has begun to make use of elicitation methods to address uncertain issues in environmental science (25), and those who work in both the Department of Energy and the Food and Drug Administration (FDA) have expressed interest in possibly using the method.…”

“…We apply an elicitation technique [26,32] to evaluate EGS induced seismicity hazard and risk and characterize uncertainty, using individual judgements from knowledgeable experts. We aim to provide independently-standing hazard and risk estimates and highlight expert agreements and disagreements.…”

“…test different input assumptions, the benefits associated with RD&D investments under more optimistic or more pessimistic experts' assumptions were estimated. 11 Anadon et al (2013) conducted a meta-analysis of three recent nuclear expert elicitations (Abdulla, Azevedo, & Morgan, 2013;Anadon et al, 2012) given the scarcity of information regarding the impact of expert selection and elicitation design on elicitation results. Metaanalysis is a set of statistical techniques used to reconcile and aggregate the results of multiple studies testing similar hypotheses and to thus enhance the overall reliability of findings (Borenstein, Hedges, Higgins, & Rothstein, 2009;Glass, 1976).…”
