Expansion of nuclear power technology to new countries – SMRs, safety culture issues, and the need for an improved international safety regime

Abstract: HIGHLIGHTS o Many countries currently without nuclear power plants are now considering their use. o Many of these "newcomer" countries are considering new designs, including SMRs. o SMRs now being developed offer potential advantages but also face many challenges. o Deploying NPPs in newcomer countries depends on achieving a strong safety culture. o Nuclear safety, a global concern, needs a strengthened international safety regime.

“…The sensitivity analysis is conducted in three scenarios with a total of 13 experiments. (1) In Scenario 1, 16 criteria in Group A have equal weights; (2) in Scenario 2, the weights of three dimensions in Group B increase or decrease by 20%, respectively; (3) in Scenario 3, the weights of three dimensions in Group C increase or decrease by 40%, respectively. Moreover, when a sensitivity experiment is performed on a certain dimension, the weights of the other criteria will capture the corresponding proportional changes to ensure the sum of weight to be 1.…”

“…The perception of risks regarding nuclear energy among the public were studied by Budnitz, et al, (2018) The mixed feelings towards nuclear power which by some opponents is declared a potential public menace and needs to be taken more serious by decision makers in order to accomplish more tolerance towards this technology. Among other reasons, negative reactions towards nuclear energy derive of the lack of technological understanding of the procedure of using nuclear reactions to release nuclear energy.…”

“…Several authors investigated its potential to mitigate CO2 emissions (Barron and Hill, 2019;Sornette et al, 2019) including in the United Arab Emirates (AlFarra and Abu-Hijleh, 2012). For example, applying Life Cycle Assessment (LCA) (Turconi et al, 2013) to a variety of scenarios for future power generation in the UAE, Treyer and Bauer (2016) reports that nuclear power shows positive environmental effects in most impact categories; though many technical, economic and social hurdles remain to be cleared for nuclear power to effectively contribute to the national electricity supply (Budnitz et al, 2018).…”
