This paper presents a comprehensive analysis of smart city strategies in Germany through the examination of online content. Smart city initiatives have gained significant attention worldwide as urban areas seek innovative solutions to address various challenges. In Germany, renowned for its technological achievement and commitment to sustainability, has witnessed the emergence of numerous Smart City projects. The aim of this study is to investigate the current status of Smart Cities strategy initiatives in Germany based on a sample of 82 cities. To achieve this, an online content analysis methodology is employed, using the official web presences of the selected cities and information published on them. The content analysis focuses on identifying empirical evidence related to digitalisation, data and governance, and obtaining their transparency and progress in a sample of 82 major German cities. The findings of this study reveal the diversity and richness of German smart city approaches, but also a varying degree of sophistication and transparency of strategic initiatives. As an expression of Germany's federal structure, the cities focus on different aspects, such as mobility, energy efficiency or data-driven administration. The insights gained from this online content analysis provide valuable guidance for policymakers, urban planners and stakeholders involved in the design of smart city strategies. By understanding the strengths and weaknesses of existing initiatives, policymakers can refine their approaches, address challenges and promote sustainable and inclusive urban development. Furthermore, this study contributes to the academic discourse on smart cities by providing empirical evidence on the implementation of strategies in a German context. Overall, this study contributes to a deeper understanding of the German smart city landscape and serves as a basis for future research, policy formulation and the pursuit of smarter and more liveable cities.

The population in the world is aging dramatically, and therefore, the economic and social effort required to maintain the quality of life is being increased. Assistive technologies are progressively expanding and present great opportunities; however, given the sensitivity of health issues and the vulnerability of older adults, some considerations need to be considered. This paper presents DigiHEALTH, a suite of digital solutions for long-term healthy and active aging. It is the result of a fruitful trajectory of research in healthy aging where we have understood stakeholders’ needs, defined the main suite properties (that would allow scalability and interoperability with health services), and codesigned a set of digital solutions by applying a continuous reflexive cycle. At the current stage of development, the digital suite presents eight digital solutions to carry out the following: (a) minimize digital barriers for older adults (authentication system based on face recognition and digital voice assistant), (b) facilitate active and healthy living (well-being assessment module, recommendation system, and personalized nutritional system), and (c) mitigate specific impairments (heart failure decompensation, mobility assessment and correction, and orofacial gesture trainer). The suite is available online and it includes specific details in terms of technology readiness level and specific conditions for usage and acquisition. This live website will be continually updated and enriched with more digital solutions and further experiences of collaboration.

ZusammenfassungDer Austausch von Daten über die eigenen Organisationsgrenzen hinweg ist ein wesentlicher Bestandteil der Digitalisierung und im Zuge von Logistik 4.0 unabdingbar. Wenngleich dieser kooperative Datenaustausch noch in den Kinderschuhen steckt, wird ihm großes Potenzial für Kooperationen von Organisationen zugesprochen. Jedoch birgt der inter-organisatorische Datenaustausch auch Herausforderungen hinsichtlich der Qualität der auszutauschenden Daten, welche auf die Koordinationsfähigkeit der Organisationen zurückzuführen ist. Um diesem Problem adäquat zu begegnen, braucht es neben einer internen auch eine nach außen gerichtete Data Governance, die die Verantwortlichkeiten und Aufgaben klar festlegt. Der vorliegende Beitrag widmet sich daher der Aufgabe, ein einheitliches Verständnis über inter-organisatorische Rollen und deren Aufgabenbereiche zu schaffen. Mittels Literaturanalyse, Experteninterviews und Fokusgruppe wird der aktuelle Stand der Wissenschaft und Praxis dargestellt und die Rollen bzw. Aufgaben speziell für die inter-organisatorische Kooperation herausgearbeitet. Das Ergebnis ist ein Rollenmodell für eine inter-organisatorische Data Governance mit den erweiterten Elementen: Data Space Coordinator, Data Space Board und Data Space Working Team. Dabei ist das inter-organisatorische Rollenmodell ist in einem virtuellen Datenraum eingebettet und zeigt die Integration zur intra-organisatorische Data Governance.
