The extent to which municipal policy is determined by the preferences of residents is a topic of growing importance. Recent work on the subject has challenged conventional wisdom and found that municipal policy is often, but not always, responsive to the ideology of residents. This paper takes up an important potential implication of these findings, exploring how resident ideology may interact with issue severity in the adoption of municipal policy. Hypotheses suggest that resident preferences will have the greatest effect in the presence of high issue severity and that issue severity will have the largest impact when residents have ideological preferences in line with policy solutions. For a long time, the consensus view at the local government level was that due to vertical constraints and horizontal competition, local government policy is limited in its ability to represent resident ideological preferences. The belief held that since local governments are subject to the decisions of state governments and because they face competition from each other, local elected officials are not responsive to the ideological preferences of their constituents.

Assessing Sustainability Behavior and Environmental Performance of Urban Systems: A Systematic Review

In this systematic review, I cumulate previous research findings indicating that sustainable urbanism and networked public governance can be instrumental in carrying out extensive sustainability and resilience objectives through steering urban transformations in the direction of sustainability and resilience. Urban analytics data infrastructure, multicriteria sustainability evaluation, and sustainable performance assessment display the intricate network dynamics operational within cities, impacting urban resilience decision-making processes and leading to equitable and sustainable urban development. Throughout July 2020, I conducted a quantitative literature review of the Web of Science, Scopus, and ProQuest databases, search terms including “sustainable urban planning,” “urban sustainability assessment,” “sustainable urban governance/urban sustainability governance,” “sustainable urban development,” “sustainable/sustainability behavior,” and “environmental performance.” As I focused on research published exclusively in the past two years, only 301 various types of articles met the eligibility criteria. By removing those whose results were inconclusive, unconfirmed by replication, or too general, and because of space constraints, I selected 153, mainly empirical, sources. Future research should investigate whether the assessment of environmental sustainability performance of heterogeneous urban configurations by shared sustainability policymaking through spatial green infrastructure planning and regulations articulate sustainable urban design and governance for the development of innovative performance.

Direct potable reuse (DPR) can improve reliability of water supplies by generating drinking water from wastewater, but communities have consistently opposed DPR more than other forms of reuse. Using interview data regarding DPR projects in five inland communities, this study fills gaps in the literature with an analysis of factors influencing acceptance of DPR. While scholars have recommended public processes used to implement non-potable and indirect potable reuse projects, there is little-to-no documentation about whether and how they have been used to implement DPR projects. Further, previous research has focused on large coastal cities. Counter to previous recommendations, we found minimal public deliberation of reuse options and public education/outreach occurring post-project conception. Findings suggest that direct experience with water scarcity, community smallness, and governance strongly influence DPR acceptance. With few DPR facilities worldwide, this new knowledge is useful to water planners who are interested in the feasibility of DPR in inland areas.
