The objective of this research was to examine the capacity development of local self-governments in the field of disaster risk management (DRM). This quantitative research examines the degree of implementation of strategic, legislative, and institutional frameworks, as well as the capacity of local authorities to apply related policies through five analytical scopes: (1) degree of preparedness and legal framework; (2) financial framework; (3) policy aspects; (4) cooperation and partnership; (5) communication. The ability of municipalities and towns to respond to disasters was also analyzed and compared. In this paper, our initial hypothesis was that the effective implementation of the concept of DRM policy in towns of Serbia requires the continual strategic, tactical, and operational transformation of the public administration and public management system in order to strengthen the capacity of local self-governments for disaster prevention, preparation, response, and recovery. This multimethod research was conducted over the period of 2014–2017 and included the following two target groups: (a) heads of disaster sectors in local self-government units (mayor) and (b) employees of the DRM sector in local self-government units. The results of this research will enable decision makers to successfully respond to challenges and help to improve the capacity of local self-governments and public local administrations within the scope of DRM in the Republic of Serbia, based on the principles of prevention and proactive action, coordination, cooperation, partnership, and responsibility.

Disasters cause losses on people and residential areas, cause interruption of normal life and decision-making mechanism, collapse communication and communication even for a short time, and damage infrastructure and superstructure investments. In the traditional disaster management design, the regulations created by the legislation and rules issued are directed to each unit in the country at the same time. Administrative authorities must coordinate the emergency recovery process as a requirement of these protocols. In modern disaster management approaches, disasters are associated with spatially; the distribution, severity, type, and population affected by disasters are all considered. Starting with the spatial distribution of such disasters in Turkey, disaster management can be structured from space to center. The Turkish disaster management mechanism has issued recommendations as a consequence of this study.

Међународна сарадња и смањење ризика од елементарних непогодаАпстракт: У раду је дат аналитички приказ међународне capaдње у области смањења ризика од катастрофа и детаљно је анализиран правни и институционални оквир система превенције и смањења ризика од природних и других катастрофа у Републици Србији. На основу тога је формулисан предлог да се у тај систем имплементираjу институционална решења из међународних докумената, као и искуства, знања и добре праксе у овој области стечене у свету и региону.С обзиром на одсуство свестраног истраживања ове проблематике и уобличавања теориjских разматрања, тежишни део истраживања усмерен јe на аналитички приказ међународне сарадње у области смањења ризика од катастрофа, кoja свим земљама пружа jасне смернице и шансе за боље управљање ризицима од катастрофа, као и могућности за добијање међународне помоћи. То се посебно чини значаjним гледано са аспекта придруживања Републике Србиjе и чланство у ЕУ, где ћe се приликом отварања поjединих поглавља у процесу придруживања инсистирати на имплементациjи и усклађивању правног и институционалног оквира и из области система смањења ризика од катастрофа и управљања ванредним ситуациjама.Кључне речи: међународна сарадња, смањење ризика, елементарне непогоде. 
