The Government has enacted Law Number 6/2014 concerning Villages. One policy included in that Law is the provision of Village Funds (Dana Desa) in which its implementation can be investigated based on non-economic aspects. For this reason, this study aims to analyze the impact of non-economic factors on Village Funds disbursed in 29 districts in Central Java Province. These factors include population and the Human Development Index (HDI). While using secondary data from 2015-2017, this research employs a method using panel data with the best model known as the Fixed Effects Model (FEM). The FEM estimation results show that the population has a significant impact, while HDI's impact is not significant. Besides, the ratio between Village Funds and the population has a significant impact on Village Funds. Thus, both the Central and the Regional Government, as well as the Village Heads, should consider the population in allocating Village Funds. The contribution of this study is that the Government should formulate an appropriate policy for Village Funds allocation by considering non-economic factors in each village.JEL Classification: O10, O23, E62How to Cite:Ratwianingsih, L., Cahyadin, M., & Sutomo. Rural development is a social process. It involves local community in all stages of development. Community dialog is a means for facilitating community involvement in determining a development direction, potential development plan and development sus-tainability in the future. Frequently, local community is considered as the development target. This position puts them just being development watchers, spectators, silent and passive recipients. Moreover, these silent roles make them remain unempowered since they do not know how to determine their future, how to take part in collective decision and feel being neglected. This study examines potentials of community involvement in dialog. A qualitative research paradigm is adopted. The data are collected byrecording, transcribing and analyzing community dialog at Klagen, Nganjuk, Jawa Timur. The study finds that community dialog offers considerable potentials. The first potential of community dialog is generating local community commitment, awareness, sense of belongingness and supportive character to build their own homeland. These positive development psychological states,characters and ethos are soft human dimensions which can be critical drivers in rural development. The second is creation of local knowledge and scientific knowledge joint enabling innovation and collective learning process. This joint-knowledge allows the combination of local wisdom and scientific insight. The third is building shared or collective development vision and plan. This plan and vision allow the development prioritizing process and development of rural strength, potential competitive advantage and resource building. The fourth is expanding rural networking and exercising rural people capacity to build wider internal and external social relationship.

“…Assim, reforça-se a importância de substituir a dicotomia sociedade x tecnologia pelo paradigma sociedade-tecnologia, visto que essas estão mutuamente integradas (Guo; Chen, e fortalecendo a contemporaneidade como reflexo desse processo histórico, onde as novas mídias têm viabilizado novas formas de sociabilidade, não exclusivas dos espaços urbanos (Escosteguy et al, 2017) O acesso à móvel, por exemplo, pode favorecer ao desenvolvimento em áreas rurais de aldeias inteligentes, caracterizadas pelo uso das TICs para melhorar a educação e as perspectivas de emprego. Espera-se que, dessa forma, os jovens de áreas rurais possam construir alternativas econômicas e que se forneça à comunidade uma alternativa de governança para empoderamento, a exemplo de casos da Índia rural (Fennell, et al 2018). Resumo: Anteriormente muito concentradas em áreas urbanas as Tecnologias da Informação e Comunicação passaram a disponibilizar seus recursos também em áreas rurais. Com a popularização dos smartphones e da internet sem fio, a expansão do acesso passou a ser menos impactada/dificultada em relação aos custos de infraestrutura e manutenção exigidos por conexões tradicionais, como fibra ótica, cabo ou mesmo à rádio. Neste contexto, buscou-se através de um mapeamento sistemático identificar na literatura científica trabalhos que possibilitassem a construção de cenários sobre o uso/presença dessas Tecnologias e suas implicações no cotidiano de comunidades rurais. Os resultados apontam que o uso do smartphone e internet em áreas rurais favorece a comunicação, o desenvolvimento econômico e a participação cidadã, entretanto, apenas o acesso a recursos tecnológicos não é suficiente para se superar a exclusão digital. Por fim, revelase a necessidade do cuidado com o uso excessivo de tecnologias, de modo a se manterem o bemestar mental e em comunidade e o uso crítico dos dispositivos como resposta ao capitalismo informacional.
