Globalization of agricultural markets provides new opportunities for the development of regional producers, and at the same time sets the task of improving production efficiency. Formation of a single economic space in the context of globalization of markets, including the markets for agricultural products, ensures new prospects for regional producers and makes many countries face the goal of improving agricultural production efficiency. In this case, the tasks of primary importance include reduction of costs, increase in the residual value of products. The purpose of this study is to substantiate the prospects of regional potato producers in the context of agricultural markets globalization. The study is based on the data of the Russian Federation for the period 2010-2020. The research methods include such general scientific methods as logical and comparative analysis, review of information and statistical data. According to our calculations, the unused export potential in the aggregate estimate makes 365.3 thousand tons in the total amount of 72.7 million USD. The potato markets of Iraq, Uzbekistan and Ukraine have the largest potential for export from Russia. Implementation of the underused export potential will require an increase in production, which is possible due to the expansion of areas of potato cultivation by 189.8 thousand hectares, or an increase in yield by 26.9%, to 205 t from 1 ha, which is more preferable. The expansion of production will have a positive impact on both the economic indicators of regional producers and the employment of rural population.

The severity of the problem of food supply for the population and the complexity of its solution at the present stage of the development of the society sets the task for agriculture to increase the productivity of production. One of the central places belongs to the rational distribution of agriculture; it indicates the need to identify factors that have a decisive influence on the productivity of production in the external environment. The purpose of the research was to identify the strength of the influence of individual climatic and socio-economic factors on the effectiveness of activities of agriculture in the regions of the Central Federal District of Russia. When carrying out the research, the methods of logical and comparative analysis were used as general scientific methods using a review of information and statistical data. The quantitative assessment of the factors that determine the effectiveness of placement was carried out by the method of multivariate correlation -regression analysis. The constructed models of the formation of performance made it possible to identify the strength of the influence of individual factors. Among the natural and climatic factors, the soil bonitet score and temperature regime have the greatest influence on the production volume. Among the socio-economic factors, the availability of skilled labour and the density of roads and railways have the greatest influence on the production volume.

Introduction. According to the law of differentiation, the uneven development of the elements of the system leads to its heterogeneity and is a necessary precondition for the process of evolution. By weakening the links between the elements of the system, differentiation initiates disturbances during coordination processes. The objectively existing contradiction in the organization of socio-economic systems between coordination and differentiation can be overcome by managing the process of differentiation of the elements of the system. The aim of the study is to build an economic and mathematical model of regulated differentiation of regional socio-economic systems (subjects of the Russian Federation, the country as a whole), allowing to establish the conditions and limitations of equilibrium trajectories of their functioning, as well as to determine the parameters of differentiation that stimulates economic growth. Materials and Methods. The hypothesis of the study is an assumption about the influence of intra-territorial differentiation on economic growth and socio-economic development of the region. The methodological approach based on the representation of the model of uneven development of territories in comparison with the dynamic characteristics of their economic development is proposed and implemented. The approach is based on the study of the properties of nonlinear autonomous dynamic systems. The model is presented in the form of a system of differential equations in the space of values of the decile coefficient of differentiation and gross regional product per capita. Results. The calculations carried out on statistical data for the constituent entities of the Russian Federation for 2 years empirically confirmed the hypothesis put forward about the impact of intra-territorial differentiation on the economic development of the constituent entities of the Russian Federation. The results obtained complement the theoretical ideas about the stimulating effects of uneven territorial development and confirm the consistency of the provisions of the concept of regulated differentiation of socio-economic development of territories. Discussion and Conclusion. The scope of application of the research results consists in the possibility of building a dynamic economic-mathematical model of regulated differentiation of regional socio-economic systems (subjects of the Russian Federation, the country as a whole), allowing to determine the parameters of differentiation that stimulates economic growth, and the development on its basis of normative strategies for territorial development.
