Many hydrocarbon-rich countries have recognized the global shift towards renewable energy sources, and Russia is not an exception. Drawing on two strands of literature—technological innovation systems and the advocacy coalition framework—we investigate the roles of actors and coalitions in shaping the Russian renewable energy policy and explore why particular renewable energy sources have progressed more than others, and what the main reasons are for their sudden development. The results show that the more successful renewable energy industries are those that were promoted by influential actors from traditional energy industries. Moreover, these actors also promoted the specific design of support schemes for renewable energy policy in Russia. We discuss the importance of policy process theories for understanding energy transition studies and provide specific policy recommendations for policy creation in the renewables industry.

Inclusive, safe, resilient and sustainable cities are included in Sustainable development Goals. The choice between environmental and social well-being is a very acute issue. It is necessary to take into account the interaction of three city dimensions: economic, ecological and social. The aim of the paper is to evaluate externalities in terms of population for 114 Russian cities all over the country considering all three dimensions.The methods are the analysis of statistical data by econometric methods and their processing including geographical visualization. The data was taken from the Federal State Statistics Service database. The main results are the followings. The methodology for evaluation of externalities and estimation a hypothetical «efficient city size» in terms of population for Russian cities has been elaborated. The access to high-paying jobs and the availability of social benefits is often associated with living or moving to cities or regions with an unfavorable environment. Some cities feature an extremely high growth rate, dense population and often a low level of management and economic development.Then there was demonstrated how to achieve a hypothetical «efficient city size» by means of environmental management and changes in city area. This should be helpful in achieving the Sustainable Development Goals (especially the Goal 11) and some targets mentioned in the «New Urban Agenda». It is essential to pay attention to the function of a city and its spatial organization. Some other measures to rise efficiency were proposed as well.

The potential for reducing TPP water consumption through the use of heat pumps

Largest part of consumed water resources in Russian Federation is related to energy sector; accordingly, we need to develop measures to ensure their rational use. This paper analyzes the potential for reducing water consumption of thermal power plants by applying heat pumps in the condenser cooling system of a steam turbine plant. The calculations were performed for two CCGT-450 power units with three main options for technical water supply systems. The greatest environmental and economic effects are provided by the use of heat pumps at TPPs with a once-through water supply system. Utilization of all low-grade heat of the condenser cooling system of a steam turbine plant is irrational due to an increase in energy consumption for TPP own needs. With a further growth of tax rates for water intake from surface water bodies, positive effect of application of heat pumps in the condenser cooling system of a steam turbine plant will increase by an order of magnitude.
