Rapidly‐growing concern among scholars and policy makers over residential drinking water affordability in the United States highlights the need to identify and assess the efficacy of potential solutions to address this problem. Accordingly, in this advanced review of the literature, we examine the state of scholarly evidence over the last 30 years on the prevalence and effectiveness of strategies to address household drinking water affordability in the United States. We classify interventions into four categories: rate structure designs, water efficiency programs, recurring bill assistance, and crisis relief. Our findings are twofold. First, the conceptual literature on affordability interventions is fairly robust, but demonstrates both tradeoffs and complementarities across the four approaches. Second, despite employing a PRISMA approach, we identify few empirical studies that demonstrate the effectiveness of affordability interventions in practice, especially the targeted approaches of recurring bill assistance and crisis relief. The literature on affordability interventions thus appears to lag considerably behind scholarship identifying and defining the problem of affordability. Accordingly, we suggest key questions throughout our review that need to be answered, thereby providing an agenda for future research on drinking water affordability solutions. Our paper deals with a micro-study of one residential building in the city center of Brno (Czech Republic) where we strived to identify and better understand the main factors behind the successful implementation of environmentally friendly solutions during the regeneration process. We followed the unique, complicated, and often conflictual story of the regeneration (conducted during the years 2010–2020) of the residential building, which was originally built in the 1930s. In total, 18 solutions were discussed—all four solutions on the state level of centralization were realized, only two of six solutions on the building level of centralization were materialized, and six of eight decentralized solutions were realized during the regeneration process. In the field of energy savings requiring high investments, a significant dominance of centralized solutions (on the state level) was identified. Centralized solutions on the building level such as heat pumps or solar panels were not realized. In the area of waste management and care for community greenery (that did not require large investments), we see as the most beneficial the promotion of decentralized solutions in the form of community-funded communal composting or the planting of new greenery. The formation of various regeneration options, which is discussed in detail, appeared as an integral instrument for dealing with conflicts among residents during the planning phase.

A pesquisa analisou a viabilidade econômica para implantação de um sistema de aproveitamento de água de chuva em condomínio do Programa Minha Casa Minha Vida (PMCMV), já construído, na cidade do Rio de Janeiro. A água é um recurso natural de valor econômico, estratégico e social, além de essencial para manter a existência humana e dos ecossistemas no planeta. A falta de água, que no Brasil se manifesta de modo mais grave desde 2014, envolvendo problemas de seca e de gestão dos recursos naturais, não afetaria somente residências, mas também agricultura e indústrias, as últimas localizadas principalmente na região Sudeste.No entanto, em face dessas perspectivas, a cidade do Rio de Janeiro optou por isentar os empreendimentos imobiliários vinculados ao PMCMV da construção de sistemas de aproveitamento e reuso da água de chuva, apesar de decreto municipal já aprovado desde 2004. O aproveitamento poderia diminuir a necessidade da utilização de água tratada em determinadas atividades, além de contribuir com a diminuição dos custos do condomínio e o impacto de enchentes em meio urbano.Nesta dissertação foi feita a análise econômica da implantação de um sistema de aproveitamento de água de chuva, considerando três alternativas de reservatório, que representa o maior custo da implantação do sistema, por meio de indicadores como o valor presente (VP), o valor presente líquido (VPL), a taxa interna de retorno (TIR), o índice de lucratividade (IL) e o payback simples. Como resultado, foi constatada a viabilidade econômica do sistema de aproveitamento de água de chuva, com redução de 3,6% no consumo de água tratada do condomínio e um valor presente líquido (VLP) de R$ 14.258,04.
