The aim of this article is to explore how the development of the theoretical and strategic basis of school nursing offers a vehicle for the delivery of an effective public health strategy for children and adolescents. Through a critical examination of the status and scope of school nursing within the UK and US health care systems it is clear that a deficiency exists regarding the theoretical and strategic basis for the functioning of school nursing. Consideration is given to the concept of the school nurse as 'navigator' for the child along the trajectory of the school health journey.This novel approach to school nursing needs to be developed theoretically and evaluated for effectiveness. A rapid review of the evidence to support school nursing interventions has revealed that the evidence base for school nursing interventions/actions remains very weak, thereby challenging the ability of school nurses to deliver desired outcomes for the present ambitious public health agenda.We argue that a planned approach to developing the evidence for school nursing, based on the UK Medical Research Council (2000) framework for the evaluation of complex interventions, could help to ensure a robust role for the school nurse. School nurses work in an educational setting. Due to budget cuts, different goals, and confusion between educators and nurses regarding the school nurse role, school nurses are being asked to demonstrate their effectiveness and justify their presence in elementary and secondary schools. Although school nursing was first initiated 100 years ago, a review of the literature published since 1965 indicates that 15 studies have been conducted that examine the impact of school nurses on academic performance. However, today many articles have recommended more research linking school nursing to educational outcomes. This article synthesizes the results of 15 research articles. Findings from these studies indicate that nursing interventions targeted at specific populations, including parents, have had significant effects. A relationship between school nurses' interventions and absenteeism is also suggested. Limitations of these studies are discussed, along with suggestions for future research.

Since 1983 apprentices and students 16-19 years of the Canton of Vaud (Switzerland) have been offered various activities in the frame of a school-based health promotion program called "Jeunesse et Santé" (screening, health education...). This paper focuses on the description and the evaluation of emergency care and counseling activities ran by nurses in each school. During one and a half year, 969 adolescents have presented themselves for medical reasons (40%), or for problems of psychosomatic (30%) or psycho-social (30%) nature. Most of the pupils have consulted either spontaneously (40%) or after a screening procedure (40%). 297 youngsters have been sent to another institution for further evaluation and treatment (personal physician, outpatient clinic, social services). Three months after the first consultation, the nurses have contacted both the adolescents an the institutions for an evaluation: A large part of the pupils is satisfied with the help they have received (greater than 90%). However the follow-up seems more difficult to organize and less effective for the adolescents that have presented themselves with psychosocial problems. The paper ends with the advantages and the limitations of ambulatory research performed in the frame of school health activities.
