The succession of maritime accidents in the last decades of the 20 th Century caused a strong political and public outcry for more stringent maritime safety regulations and measures. One of the most significant developments in this regard was the establishment of several regional agreements on Port State Control (PSC)-the first of which was the Paris MoU-with the specific objective of fighting substandard shipping through coordinated and harmonised inspection procedures. This article is based on results from 32,206 PSC inspections carried out by the European Union and European Free Trade Association Member States within the Paris MoU region from 1 January 2014 to 31 December 2015 to assess whether discrepancies among Member States exist after the entry into force of Directive 2009/16/EC and the introduction of the New Inspection Regime. Further, the study proceeds by investigating whether PSC team composition and inspector's background influence inspection outcomes. The study has identified that differences in detecting at least one deficiency and/or detaining a vessel are significant among Member States. With regard to team composition and background, it appears that the former correlates to the number of deficiencies and detentions and the latter, though the significance is not always consistent, to detecting a certain type of deficiencies according to the specific inspector's backgrounds. The paper concludes by presenting potential policy implications.

Merchant marine fleet is under inspections by several parties to ensure maritime regulation compliance. One of the major effects on implementation of regulations by International Maritime Organization (IMO) is indeed Port State Control. This article aims to analyze Paris Memoranda of Understanding (MOU) all detention remarks from 2013 to 2019 for EU15 countries (except Luxemburg and Austria) through an approach based on Analytical Hierarchy Process and demonstrate the results on Geographic Information System (GIS) to guide marine industry on detainable Port State Control remarks and country risk profile. While Analytical Hierarchy Process Approach has been used to indicate the ranking of basic maritime regulations from the perspective of the port state control , GIS help us to demonstrate the regional dispersion amongst EU15. The data of the detained vessel taken from the public website of Paris MOU and each report considered as a professional judgement that causes detention. It has been shown that almost all countries top priorities for regulation are Safety of Life at Sea (SOLAS) and Fire Safety Systems (FSS). Consequently, the results of the study can assist Port State Officers, ship crew, ship owners and managers presenting the facts of their inspection and able to improve themselves. The spatial analysis also expected to guide ship owners and managers to focus their vessel’s deficiencies to prevent sub-standardization.

Port state control (PSC) is an international regime to inspect the foreign ships coming to the port state in order to ensure that they are compliant with various international conventions. In this study, we conduct a review of the literature related to the PSC inspection in four areas: factors influencing the PSC inspection results, inspected ship selection scheme, effect of PSC inspection and suggestions to improve PSC inspection. We found that both ship factors and non-ship factors would influence the PSC inspection outcomes, and the PSC inspection could improve the safety level of maritime industry and protect marine environment. Meanwhile, there is still room to improve the PSC inspection, including adopting more efficient methods to select high risk ships, constructing combined databases and harmonization the PSC inspection authorities. It is expected that more research in improving and summarizing the PSC inspection will emerge in coming years. We believe that this review can shed light on the development of PSC related studies.
