These effects, commonly known as territorial cohesion effects, are receiving increasing attention in the research literature. However, there is little empirical research into the sensitivity of these cohesion results to methodological issues such as the definition of the limits of the study area or the zoning system. In a previous paper (Ortega et al., 2012), we investigated the influence of scale issues, comparing the cohesion results obtained at four different planning levels. This paper makes an additional contribution to our research with the investigation of the influence of zoning issues. We analyze the extent to which changes in the size of the units of analysis influence the measurement of spatial inequalities. The methodology is tested by application to the Galician (north-western) HSR corridor, with a length of nearly 670 km, included in the Spanish PEIT (Strategic Transport and Infrastructure Plan) 2005-2020. We calculated the accessibility indicators for the Galician HSR corridor and assessed their corresponding territorial distribution. We used five alternative zoning systems depending on the method of data representation used (vector or raster), and the level of detail (cartographic accuracy or cell size). Our results suggest that the choice between a vector-based and raster-based system has important implications. The vector system produces a higher mean accessibility value and a more polarized accessibility distribution than raster systems. The increased pixel size of raster-based systems tends to give rise to higher mean accessibility values and a more balanced accessibility distribution. Our findings strongly encourage spatial analysts to acknowledge that the results of their analyses may vary widely according to the definition of the units of analysis.

The state of the art in appraisal of transport infrastructure (particularly for developed countries) is moving towards inclusivity of a set of wider impacts than has traditionally been the case. In appraisal frameworks generally Multi-Criteria Analysis (MCA) features as either an alternative to, or complementary with, Cost Benefit Analysis (CBA) particularly when assessing a wider set of distributional and other impacts. In that respect it goes some way towards addressing an identified weakness in conventional CBA. This paper proposes a new method to incorporate the wider impacts into the appraisal framework (SUMINI) based upon a composite indicator and MCA. The method is illustrated for a particular example of the wider set of impacts, i.e. equity, through the ex-post assessment of two large EU transport infrastructure (TEN-T) case studies. The results suggest that SUMINI assesses equity impacts well and the case studies highlight the flexibility of the approach in reflecting different policy or project objectives. The research concludes that this method should not be viewed as being in competition with traditional CBA, but that it could be an easily adopted and complementary approach. The value in the research is in providing a new and significant methodological advance to the historically difficult question of how to evaluate equity and other wider impacts. The research is of strong international significance due to the publication of the TEN-Ts review by the European Commission, as well as the transnational nature of large scale interurban transport schemes, the involvement of national and transnational stakeholder groups in the approval and funding of those schemes, the large numbers of population potentially subject to equity and other wider impacts and the degree of variation in the regional objectives and priorities for transport decision makers.

Purpose Accessibility measurements are good tools for analysing the performance of possible policies on land use / transport / society systems. Until now, accessibility has been approached from a static perspective, even when variations in it depend on short term temporal changes in network function. Solutions based on static measurements, with journey costs taken as units based on free-flow travel time; do not reflect real network performance at different times of the day. Methods In order to broaden our understanding of accessibility and study real-world dynamism in depth, information from new sources has been incorporated into traditional accessibility measurements, with actual observed data on the daily variations in speed profiles. These variations have been used to assess the impact of congestion on accessibility, with dynamic scenarios calculated every 15 min. Results The variations in daily accessibility in the metropolitan areas of Madrid and Barcelona (Spain) have been mapped with reasonable computational costs. Although both cities have a similar global behaviour pattern, each has a different daily spatial accessibility distribution. Madrid appears to be more resilient than Barcelona. Conclusions With new technologies it is possible to overcome previous technical barriers, such as the lack of reliable information or calculating capacity. An ordinary computer has been used to obtain complete and detailed temporal profiles of the two traditional accessibility measurements. Thanks to these new measurements, we have a better understanding of accessibility. However, in order to express a dynamic phenomenon in static format, appropriate mapping schemes would have to be devised.
