The spatial planning system in Poland is undergoing a fundamental reform. It emphasises the digital representation of spatial data. Low performance of geoportals, no Internet access, or poor connectivity can contribute to the exclusion from the spatial planning process, and consequently to the exclusion from a specific part of public life. Considering these developments, the present study seems relevant by pointing out the issue with geoportal performance and availability of quality Internet in rural areas. The primary contribution of the article is (1) results of performance measurements for selected geoportals; (2) presentation of measuring tools and performance indices combined with methods for ad-hoc performance measuring; and (3) presentation of potential actions to improve geoportal performance on the device with which it is used. The article offers case studies where the performance of selected geoportals was tested in rural mountainous areas with limited Internet access. Five geoportals were tested with PageSpeed Insights (PSI), WebPageTest, GTmetrix, Pingdom, and GiftOfSpeed. Core Web Vitals indices were analysed: Largest Contentful Paint (LCP), First Input Delay (FID), Cumulative Layout Shift (CLS), and First Contentful Paint (FCP). The author verified values of the Speed Index and Fully Loaded Time along with other performance indices, like GTmetrix Structure. The study failed to provide unambiguous evidence that radio link users in rural areas could experience problems with geoportal performance, although the results seem to suggest it indirectly. PSI Lab Data and Field Data tests revealed a relatively low performance of the geoportals. The Performance index remained below 50 in most cases, which is ‘Poor’ according to the PSI scale. The fully loaded time exceeded 10 s for all the geoportals and 20 s in some cases (Lab Data). It means that the perceived performance of the tested geoportals on a radio link in rural areas is most probably even lower. The case studies demonstrated further that the user has limited possibilities to speed up map applications. It is possible to slightly improve the geoportal experience through the optimisation of the device locally, but the responsibility to ensure geoportal performance is mainly the publisher’s.

Today’s technology plays a crucial role in the effective use of environmental information. This includes geographic information systems and infrastructures. The purpose of this research is to identify the way in which the Polish spatial data infrastructure (PSDI) supports policies and activities that may have an impact on the environment in relation to one group of users, namely urban planners, and their tasks concerning environmental management. The study is based on a survey conducted in July and August, 2014. Moreover, the authors’ expert knowledge gained through urban development practice and the analysis of the environmental conservation regulations and spatial planning in Poland has been used to define the scope of environmental management in both spatial planning studies and spatial data sources. The research included assessment of data availability, infrastructure usability, and its impact on decision-making process. The results showed that the PSDI is valuable because it allows for the acquisition of data on environmental monitoring, agricultural and aquaculture facilities. It also has a positive impact on decision-making processes and improves numerous planners’ activities concerning both the inclusion of environmental indicators in spatial plans and the support of nature conservation and environmental management in the process of working on future land use. However, even though the infrastructure solves certain problems with data accessibility, further improvements might be proposed. The importance of the SDI in environmental management is noticeable and could be considered from many standpoints: Data, communities engaged in policy or decision-making concerning environmental issues, and data providers.

Construction works, especially in the case of large road or tunnel investments, require the active participation of surveyors. It applies to classic geodetic procedures such as staking out or conducting control measurements and continuously monitoring displacements and deformations. Negative factors at surveying sites may hinder the implementation or directly affect the instruments, especially total stations. Heavy dust and rainfall containing harmful and destructive substances can be mentioned here. Contemporary measuring instruments are technologically complex and expensive devices, often exposed to the sun, wind, and frost. To mainly protect robotic total stations, various preventing housings are used. Practice shows, however, that these are half-hearted solutions, often negatively influencing the accuracy of the surveys. Based on the authors’ professional and scientific experience, a technological line using the modeling and 3D printing of protective housings for robotic electronic total stations has been developed. The workflow includes dedicated online modeling and printing unique instrument covers that best suit certain sites. The prototype was shielded with an additional hydrophobic layer and tested in a geodetic laboratory. The validation results confirm the high usability of the technological line while maintaining the appropriate millimeter level positioning accuracy and effectiveness of the geodetic monitoring.
