Evaluating and Measuring the Rate of Access to Public Services Using Fuzzy Model Case Study: Mashhad Metropolis

Abstract

Aims & Backgrounds Collapse of the distribution system of service centers is of the most important consequences of the rapid growth of urbanization and the physical development of cities in recent decades, which has led to social inequality of citizens in enjoying this service. The urban public services shape the physical, social, and spatial nature of the city. Inequality in its distribution irreversibly influences the structure, the nature of the city, and the class segregation of the urban neighborhoods and faces urban management with serious challenges. The investigation and identification of the status of distribution of services and facilities in the city is one of the interventions that can be considered as the criterion for urban management in the distribution of income and reducing the gap created between the poor and the rich, especially in metropolitan areas. This study examines the spatial distribution of urban services in Mashhad with the aim of measuring spatial justice. Methodology The current research is applied in terms of objective and descriptive-analytical in terms of type. The method of data collection was documentary and library and the fuzzy model was used. Statistics and research indicators are the status of distributions of service usage in 13 districts of Mashhad, which has been obtained from a detailed plan. Findings The results of the analyses indicated that approximately 10,381 hectares, equivalent to 30% of the city area, suffers from inadequate and relatively inadequate quality in accessing a variety of services; in this regard, districts 1, 11, and Samen were more appropriate than other districts. Also, districts 7, 6, and 2 lack the minimum zones with very good access to the services. Conclusion Inequity in the distribution of public services is higher than the access index.
