RESUMENEl presente artículo describe algunas consideraciones metodológicas para la evaluación de políticas y programas relacionados con el sector energético, en específico dentro del contexto del sistema de evaluación mexicano. Lo anterior se debe a que el sistema de evaluación de México no está diseñado para realizar evaluaciones ad hoc a los programas de energía, es decir, de aquellos relacionados con el sector eléctrico o de los hidrocarburos, sino para realizar evaluaciones cuyo interés principal es el componente social y, más específicamente, el de la reducción de la pobreza. Provocando un desajuste entre los elementos a observar en un programa social y un programa energético, cuyos fines, medios y elementos, entre otras cuestiones metodológicas, son muy diferentes, y en algunos casos contradictorios, a aquellos cuyo contenido es predominantemente social. Mexico concentrates the marginalization in the southeastern states, to counteract this problem the federal government implemented several universal social programs, including Prospera. This research analyzes the impact generated among the beneficiaries of the Prospera Program based on income from work, and the variables of education, health, food security, both at the state level in Veracruz and Oaxaca and in the Istmo region that integrate both states. The Propensity Score Matching method was used to assess the impacts on labor inclusion that have those who receive the program, in contrast, with those who do not receive federal support. In addition, through the Analysis of Main Components, we related the productive and marginalization variables to find the characteristics of the study population. The results show that the Prospera program does not have a significant impact on the per capita income of the head of household. However, quintiles two and five have greater negative effects for the population from the Istmo. It is essential to revalue the Prospera Program strategy and incorporate more rigorous administration to have a positive impact for the rural population dedicated to agricultural activities.
El objetivo de la investigación fue establecer el aporte social, económico y ambiental que el cultivo de balsa provee al recurso suelo mediante la materia orgánica, al aire a través del carbono, a la economía ecuatoriana al proveer empleo, ingresos económicos para las familias, materia prima de calidad para la industria nacional e internacional, generando valor monetario (PIB) en la producción de bienes y servicios para el sector maderero del país. La valoración se basó en la metodología de la sostenibilidad fuerte, la variable de repuesta fue lo socioeconómico y ambiental, el primero se midió mediante el barómetro de sostenibilidad e indicador relación beneficio costo; el segundo (variables ambientales) se evaluó aplicando el método de valor de uso directo. Se utilizó un diseño completo al azar (DCA) en arreglo factorial para analizar el efecto de los tratamientos. Se estableció que la producción de balsa es rentable (RBC=3,6), genera empleo en el área rural, reduce la presión actual sobre los bosques nativos, presenta sostenibilidad fuerte, acumula carbono en el suelo 58,07 t ha-1 y biomasa 143,604 t ha-1, provee materia orgánica (107 Tm ha-1), brinda fuente de nutrientes para mantener la flora y fauna endémicas de la región. La balsa se ubica como cultivo resiliente del área rural al mitigar los gases efecto invernadero producto de las actividades agro productivas, generando sinergia entre bienestar humano y el bienestar del ecosistema, lo que conlleva a que cada ecuatoriano debe conservar 12 árboles para mantener su balance ambiental, en corresponsabilidad para las generaciones futuras y el desarrollo sostenible.
