In consideration of the fact that public administrations worldwide face a number of challenges, many governments are dedicated to improving the ethical climate in public administrations. Th e same issue is also the focus of the attention of many transnational associations. Th e basic goal is to ensure the development of comparable ethical climates, ethical behaviour in diff erent public administrations and to develop comparable, suitable ethics infrastructures to enable this. Modern public administrations must bring ethical conduct to the fore and resist unethical behaviour. Th ere are diff erent ideas on how to build ethics infrastructures in public administrations, and examples of good practice that could facilitate the development of such infrastructures are found in the public and private sectors of diff erent countries. In this paper, we connect ethics infrastructures and ethical climates. Th e evaluation of Slovenia's ethics infrastructures is based on the framework prepared by the OECD, using its questionnaire developed by Victor and Cullen. Th e results show that there is no general relationship between ethics infrastructures and ethical climates in public administrations. Nevertheless, some determinants of ethics infrastructures correlate to a high degree to the ethical climate, the strongest impact on ethics climates being the ethical infrastructure's determinant "public involvement and scrutiny".

The purpose of this study is to investigate the mediating effect of ethical climate (EC) on the link between training and development and organizational performance (OP). Resource Based View (RBV) stress that, internal resources play a vital role on OP, considering training and development as one of the dimension of HRM practices can be regarded as best internal resources influencing performance in organization. Some previous studies used group practices while others considered individual practice. Despite these studies, however, few studies have attempted investigating effect of training and development on OP. However, the mechanism through which training and development influence performance is not clearly explained in the literature, even though RBV highlighted that HRM system can indirectly leads to competitive advantage in organization through resource like ethics. This paper used EC as mediating variable on the link between training and development and OP to explain the original relationship. A quantitative survey approach was used; the data were collected from some selected ministries of education in Nigeria. A total of 181questionnaires were analyse using Smart PLS SEM 3.2.6. The statistical findings shown that EC mediates the relationship between training and development and OP. The study also suggested for future research.

Drawing on guanxi and conservation of resources theory we explore how close personal ties between middle managers who participated in leadership development, constitutes an important social resource in an East Asian public sector context. We contribute to studies exploring the importance of informal leadership development opportunities and techniques, specifically utilised to overcome public sector structural barriers. We gathered qualitative data from 44 middle managers who had completed formal leadership development within the Hong Kong Civil Service. Our data revealed that high quality Superior‐to‐Subordinate Guanxi helped study participants to gain access to important development resources including further developmental opportunities, stretch assignments, developmental support and feedback. High quality Peer‐to‐Peer Guanxi helped them to gain access to peer tacit knowledge, participation in collaborative development projects and positive peer developmental feedback. Our findings inform future leadership development design and are relevant to East Asian public sector context's where guanxi ties are significant.
