SYNOPSISAs the public's health-care needs increase in complexity, renewed attention is being given to the ethical dimensions of public health decision-making and the development of public health ethics as a bounded area of teaching and research. This article provides an overview of approaches to public health ethics and decision-making, and suggests ways to incorporate the professionalism competencies into the teaching of public health practice. The teaching of ethics language, concepts, and tools for decision analysis helps to prepare students for the inevitable ethical choices they will have to make in their professional practice. The teaching of ethics and professionalism and the experiences of professionals enrich each other and foster the critical link between education and practice.

Environmental health research encompasses a wide range of investigational topics, study designs, and empirical methodologies. As that arm of public health research concerned with understanding the health effects of the many environments in which humans live and work, the field is intimately connected with social concerns about environmental quality and disparities of power and privilege that place differential burdens upon members of underserved communities. Environmental health researchers thus engage many ethical and social issues in the work they do. These issues relate to the choice of research topics to study, the methods employed to examine these topics, the communication of research findings to the public, and the involvement of scientific experts in the shaping of environmental policy and governmental regulation. These and other topics are reviewed in this article. These ethical, legal, and social issues are becoming increasingly more complex as new genetic and molecular techniques are used to study environmental toxicants and their potential influence on human and ecologic health.

ΠερίληψηΤο πολυσυλλεκτικό γνωστικό, ακαδημαϊκό και πρακτικό πεδίο της δημόσιας υγείας παρουσιάζει εξαιρετικό ενδιαφέρον για την έρευνα στη βιοηθική. Η παρούσα εργασία, με σκοπό τη διερεύνηση των απαρχών της ανάπτυξης της προβληματοθεσίας της βιοηθικής προς την κατεύθυνση της δημόσιας υγείας, επικεντρώνεται στις δεκαετίες 1960 και 1970, γνωστές για τη γένεση και συγκρότηση της βιοηθικής, σημαντικές όμως και για τις εξελίξεις εντός του πεδίου της δημόσιας υγείας. Πιο συγκεκριμένα, μεταξύ άλλων, ο επιστημονικός κλάδος της επιδημιολογίας συγκεντρώνει τότε το ενδιαφέρον πρωτοπόρων επιστημόνων λειτουργών της δημόσιας υγείας. Η περίοδος αυτή, από πολλούς αναφέρεται, ως σημαντική μεταβατική ιστορική περίοδος για την επαγγελματική καθιέρωση και τη μεθοδολογική ανάπτυξη της σύγχρονης επιδημιολογίας.Υλικό μελέτης της εργασίας αποτελεί το έργο του επιδημιολόγου Mervyn Susser, μιας από τις πολύ μεγάλες μορφές της επιδημιολογίας του 20 ου αιώνα και εκφραστή ενός βαθιά βασισμένου στη δημόσια υγεία τύπου επιδημιολογίας. Μαχητής της κοινωνικής δικαιοσύνης, τεκμηριώνοντας, σε όλη την μακρά επιστημονική σταδιοδρομία του, τις αλληλεξαρτήσεις μεταξύ της κοινωνικής αδικίας και της υγείας του πληθυσμού, και, συνδυάζοντας αντι-απαρτχάιντ πολιτική, κλινική ιατρική, κοινωνιολογία, επιδημιολογία, επιστημολογία και ιστορία, ο Susser εντάσσεται στους θεμελιωτές επιστημονικών περιοχών, όπως η κοινωνική επιδημιολογία, η επιδημιολογία της πορείας της ζωής (life-course epidemiology), η γενετική επιδημιολογία, η επιδημιολογία των νευροαναπτυξιακών διαταραχών και η παγκόσμια υγεία.
