PurposeThis research uses a multifaceted approach to develop an MPA/MPP curriculum to support a data science track within the existing MPA/MPP programs by identifying the core and elective areas needed.Design/methodology/approachThe approach includes (1) identifying a suitable structure for MPA/MPP programs which can allow the program to develop its capacity to train students with the data science and general public administration skills to solve public policy problems and leave explicit space for local experimentation and modification; (2) defining bridging modules and required modules for the MPA/MPP programs; and (3) developing of data science track thought to make suggestions for the inclusion of suitable data science modules into the data science track and benchmarking the data science modules suggested with the best practices developed by other professional bodies. The authors review 46 NASPAA-accredited MPA/MPP programs from 40 (or 22.7%) schools to identify the suitable required modules and some potential data science and analytics courses that MPA/MPP programs currently provide as electives.FindingsThe proposal includes a three-course (six–nine credits, not counted in the program but as prerequisites) bridging module, a nine-course (27 credits) required module and a five-course (15 credits) data science track/concentration.Originality/valueThis work can provide a starting point for the public administration education community to develop graduate programs focusing on data science to cater to the needs of both public managers and society at large.

El presente artículo tiene el objetivo de establecer cuál es el panorama respecto al conocimiento que ha generado publicaciones científicas sobre la ética docente en la formación universitaria. Así, se parte de que la ética docente se trata del conjunto de valores por los cuales se regulan las actitudes y toma de decisiones que se presentan en el transcurso de la práctica docente, lo cual implica la perspectiva moral con la que el estudiante tiene contacto directo. En el contexto universitario, implica una formación ética en la que la perspectiva del sujeto conforme al panorama futuro de la civilidad y en el campo laboral específico. A fin de alcanzar el objetivo inicial, se utilizó la investigación bibliográfica como metodología en tanto esta permite ejecutar una revisión sistemática de la literatura científica. Se incluyeron 32 artículo científicos, los cuales fueron divididos en cuatro secciones de acuerdo a los enfoques por los cuales se aborda el tema de la ética docente en la formación universitaria. Una de las conclusiones explicita que la ética docente representa un referente para la conducta futura del estudiante, con lo cual este podría replicar las actitudes u opiniones tanto durante la carrera como durante el ejercicio de su profesión.

“…Following the passive versus active learning delineation developed by Singer and Diab (2021), they found that effective programs required active participation, case-based activities, a combination of individual and group approaches, and a variety of instructional methods. El Baradei’s (2021) global survey of public administration faculty found that creating awareness about ethical issues, helping students develop their moral reasoning and analytical capabilities, mitigating corruption, and creating awareness about ethical issues were perceived to be the most important professional training goals. Nearly half the respondents were in favor of standalone courses.…”

The use of algorithms and automation of public services is not new, but in recent years there has been a step change in processing power and a decrease in the price of these technologies, which means we are seeing more widespread use. These advances are reframing our perception of what matters in ways that impact the ethical dimensions of day-to-day life. In turn, these changes challenge long-standing assumptions about public service ethics and how it is taught. In this multidisciplinary authored paper, we argue that public service leaders must be attentive to ethical questions that converge around adopting “data-driven” techniques, including algorithmic decision-making ( ). Algorithmic and technology focused ethics question assumptions about the current deficits within public service ethics pedagogy in public service programs and university programs and the future direction of the discipline. To do so raises longstanding but neglected questions about the public services’ role in the state and recovering what Rohr refers to as the ‘ethics of the office.’ This, we argue, will have implications for teaching public service ethics.
