Estimation of the regional stock of residential buildings as a basis for a comparative risk assessment in Germany

Abstract: Abstract. One important prerequisite for a comparable quantitative risk assessment for different types of hazards (e.g., earthquakes, windstorms and floods) is the use of a common database about and financial appraisal of the assets at risk. For damage assessments it is necessary to represent the values at risk on a regional disaggregated scale and to intersect them with hazard scenarios. This paper presents a methodology and results of a financial appraisal of residential buildings for all communities in Germ… Show more

“…To estimate property values, the total asset value of all residential buildings in Cologne was taken from Kleist et al (2006). Since only the total sum was provided, the assets were disaggregated on the basis of the CORINE land cover data 2000 by means of a dasymetric mapping approach that is outlined in Thieken et al (2006).…”

“…Dutta et al, 2003). If these functions are used to estimate the loss due to a given flood scenario property values have to be predetermined (Kleist et al, 2004(Kleist et al, , 2006. However, using these functions, one has to be aware that the damage estimation is generally associated with large uncertainties as recent studies asserted .…”

“…The number of floors in a building is a relevant piece of information when assessing exposure of urban areas to natural threats [39], but large-scale mapping of such a parameter on every individual building requires a large effort. Satellite images, a typical choice for large-scale mapping, may not offer the desired information content due to e.g., a nadiral view suppressing height information.…”
