Estimation of Environmental Damage Costs from CO2e Emissions in Libya and the Revenue from Carbon Tax Implementation

Abstract: This paper addresses the GHG emissions from oil and gas extraction, production and combustion and other emissions sources in Libya. In general, this research deals with the primary energy tracing from well to wheel leading to inventor of pollutants emitted through this path. This study presents the first work conducted in the estimation of costs of the environmental damages caused by GHG emissions from Libyans activities, we involved not only the energy or industrial facilities but also the waste and livestock… Show more

“…One hundred and fifty years ago, it was discovered that the Earth's atmosphere has an insulating effect now known as the greenhouse effect. Years later, it was proved that greenhouse exists (Nassar, Aissa, & Alsadi, 2017). Pollution became such a problem in Africa during the 1980s due to wars, poaching and deforestation.…”

“…This way gives a fair opportunity for alternative energies to compete in the energy market. 61 A precise way for estimating CoE for specific HES installation is expressed in terms of key financial aspects as 63 , 64 : where present the annual capital cost of PV, wind and diesel electric generators systems respectively. refer to the annual O&M costs of PV, wind and diesel electric generators systems respectively.…”

“…The best case with the lowest harmful emission is when using PV/wind/diesel electric generators HES. The CO 2 mitigation cost saving can be calculated as follows 60,61 : CCO2=EFCO2×Gelec×fren×CO2 EFCO2 is the emission factor of CO 2 [kg CO 2 /kWh], Gelec is the generated electrical power [kW], fren refers to the friction coefficient of the renewable energy [kW], and CO2 indicates to the international price of CO 2 . And it is expected to be $79.10/ton CO 2 for 2022 62…”

“…The impacts of these polluting sources cause several environmental problems that affect the quality of life of human beings. External costs reflect the damage caused by these emissions in the form of externality and, in this case, it is completely negative [13]. Therefore, the traditional economic feasibility analysis may be inaccurate.…”
