A two-day workshop was organised in Cologne in 2009 to discuss the subject and further give further support to the collaboration. Forty-five people from across Europe and from Canada attended this workshop. It was decided to pursue joint efforts in the field of organic protected horticulture, in with particular respect to planting material; soil fertility; composting; water management; disease and pest management;climate management and energy conservation; and sustainability. The group also agreed to submit a COST (European Cooperation in Science and Technology) Action on the same subject. The Scientific Panel on Plant Protection Products and their Residues (PPR Panel) of EFSA was asked to make an inventory of protected crop systems (e.g. greenhouses and cultivations grown under cover) and emissions from these systems to relevant environmental compartments, and to provide guidance on the importance of emission routes including the circumstances under which they are relevant. This opinion identifies greenhouses and walk-in tunnels having priority for scenario development. For these covered crop systems, the PPR Panel recommends the development of tiered risk assessment procedures. Further investigation is necessary to find out whether risk assessment for open field may be used as the first tier in these procedures. The opinion furthermore addresses elements that should be considered in deriving the risk assessment scenarios, for both soil-bound and soil-less cultivations. Emission routes of PPPs from Greenhouses and Covered Crops 3 EFSA Journal 2012;10(3):2611 SUMMARYA number of EU Member States (MSs) requested guidance on how to carry out environmental risk assessment of Plant Protection Products (PPPs) emitting from protected crops in response to EFSA's consultation of MSs. Following this request, the Scientific Panel on Plant Protection Products and their Residues (PPR Panel) of EFSA was asked to develop an inventory of protected crop systems (e.g. greenhouses and cultivations grown under cover) and emissions from these systems to relevant environmental compartments, as well as to provide new guidance on the importance of emission routes including the circumstances under which they are relevant. The opinion furthermore addresses elements that should be considered in deriving exposure scenarios to be used in risk assessment, for both soil-bound and soil-less cultivations.Previous investigations have shown that emissions to environmental receptors do occur, even from high technology greenhouses. Based on these investigations and further considerations regarding the emission driving forces, the following conclusions could be drawn: Receptor airAlthough non-conclusive because different modelling approaches for open field and protected crop systems had to be used, current information suggests that emissions from all protected crop systems to the receptor air occur and might have the same order of magnitude as for the open field. However, as a protection goal for the air compartment is not available, a recommendation for further model and scenario development cannot be given.The authorisation procedure for open field applications requires the assessment of the potential long-range transport via the assessment of the half-life of substances in air. As emissions from covered crops systems to the air compartment do occur, depending on substance properties, it is recommended that this should also be a requirement for covered crop applications.
