China’s high-speed economic growth and severe environmental problems have resulted in a poor Environmental Performance Index and have affected China’s sustainable development and ecological welfare improvement. Therefore, exploring whether there is a certain relationship between the two and their influencing factors is an important way and a breakthrough to solve the problems regarding green economic progress and ecological welfare enhancement. To this end, by using the undesirable slack-based measure (SBM) model, this paper measures the ecological welfare performance and the green economic efficiency of 11 cities in Zhejiang Province, China, from 2000 to 2019. Through the methods of spatiotemporal evolution, coefficient of variation, coupling coordination degree, and the Tobit model, we found that: (1) The development trend of urban green economic efficiency and ecological welfare performance were both in a “U” shape that first fell and then rose; (2) The coupling coordination degree between green economic efficiency and ecological welfare performance showed a wave-like upward trend as a whole and most cities have entered a more advanced coupling coordination stage during the study period. The coefficient of variation revealed a downward trend; (3) The urbanization level, industrial structure, and government investment can promote the regional coordinated development, while the industrialization degree and the opening level had a negative impact on it; (4) The “Two Mountains” theory was beneficial to the improvement of regional urban green economic efficiency and ecological welfare performance and their coordinated development both in theory and practice. Finally, according to the findings, we offer relevant suggestions on making good use of the country’s preferential policies and informatization means from the perspective of the regional coordinated development.

As one of the main grain-producing areas in China, urban agglomeration in the middle reaches of the Yangtze River plays an important role in the development of agricultural production for China’s grain supply. The existing studies about agricultural production efficiency lack of regional coordination analysis at both macro and micro levels, and only few studies consider the impact of agricultural production environment pollution and other undesirable outputs. Based on the input–output index system of agricultural green production, Slacks-based model (SBM) was adopted to measure the agricultural green production efficiency of 31 prefecture level cities in the middle reaches of the Yangtze River from 2008 to 2018, and the Tobit model of panel fixed effect was used to analyze the driving effect of external factors that affect the agricultural green production efficiency of urban agglomeration in the middle reaches of the Yangtze River. At the same time, the research methods at both macro and micro levels provide ideas for the research of transregional production efficiency. The results showed that: (1) the agricultural green production efficiency of urban agglomeration in the middle reaches of the Yangtze river is relatively low, with 2009 and 2013 as the inflection points, showing a stable trend of rise and decline; (2) The green agricultural production efficiency of urban agglomeration in the middle reaches of the Yangtze River presents the spatial distribution characteristics of “high in the west and low in the east”. The regional efficiency difference is obvious, the gap gradually expands, develops from the equilibrium to the polarization; (3) Urbanization development and government intervention has a significant restraining effect on the improvement of agricultural green production efficiency, and opening to the outside world produces a remarkable influence on the improvement of agricultural green production efficiency, however, economic development and industrial structure have little impact on the improvement of agricultural green production efficiency. Therefore, it is necessary to increase investment in technological innovation, promote agricultural transformation and upgrading, promote rational factors allocation and promote coordinated development of agriculture based on regional production differences.

“…In the Tobit model, the use of fertilizer has a strong negative effect on environmental efficiency, while OLS does not have any statistical significance regarding that at all, contradictorily against the fact that most agricultural firms heavily depend on fertilizers. Therefore, the OLS approach results in not only theoretical bias on the limited dependent variable of environmental efficiency but the practically unacceptable implications [44]. Therefore, we concluded that Tobit regression is a superior methodology in this study and offers more appropriate implications in theoretical as well as practical perspectives.…”

Sustainable Feasibility of the Environmental-Friendly Policies on Agriculture and Its Related Sectors in India

In terms of economic development and feeding the world’s populations, the importance of the agricultural sector is well known. However, agriculture and its related sectors are also known for contributing more than one-quarter of the world’s GHG emissions. To address this issue, we evaluate the performance of agriculture and its related firms in India from 2013 to 2019 with its environmental efficiency under the paradigm shift promoted by the National Agroforestry Policy in 2014. To evaluate the feasibility of this paradigm shift in agricultural policy, the non-radial slack-based measure (SBM) is utilized in the first stage, and Tobit regressions are used to assess the determinants of efficiency (or sources of inefficiency) measures at the second stage. The results from non-radial SBM show that Indian agricultural firms (foreign direct investment, private, and public) show huge potential with 32.2% on average to enhance their performance if they move toward the frontier of the production possibility curve. This suggests that Indian policymakers should regulate much stronger regulations for firms, especially for the use of agricultural inputs such as energy (fertilizers), with performance-oriented financial measures for sustainable agriculture. To determine the strategic variables for these firms to enhance their performance, Tobit regressions showed that fertilizers use (−3.350%) appears to have the highest negative impact on environmental efficiency. On the other hand, credit access (2.710%) has the highest positive impact on environmental efficiency, implying that policymakers should provide subsidies to firms in the form of soft loans (or credit access) for the purchase of high-quality fertilizers and to adopt energy-saving equipment/technology to minimize the use of chemical fertilizers in India.
