Equity-based Natural Resource Allocation for Infrastructure Development: Evidence From Large Hydropower Dams in Africa and Asia

Abstract: Large hydropower infrastructure development is a key energy priority in low and middle income countries as a means to increase energy access and promote national development. Nevertheless hydropower dams can also negatively impact people's livelihoods by reducing access to local natural resources such as land, water and food. This paper analyses equity-based resource allocation from an ecological economics perspective, by looking at local resource use competition between different uses (food, energy, livelihoo… Show more

“…Local people affected by the dam may be having different views on the socio‐economic impacts of the dam project and whether or not they felt adequately compensated. Previous research of some of the authors suggests that there is often a large gap between the perceived realities of local people affected by dams and the perceived realities of project developers, planners, and policymakers (Siciliano et al, ; Siciliano & Urban, ).…”

“…Despite their importance for energy access, important moral repercussions include protection of the river ecosystem and distributive justice, particularly with respect to the effects on downstream water supply and the fair distribution of water along the entire river basin. Studying three large hydropower dams in Cambodia, Malaysia, and Ghana, Siciliano and Urban [69] investigate the dams' impacts on local communities with respect to procedural and distributive justice in the allocation of natural resources between competing users and land uses. From a distributive perspective, their findings reveal that beneficiaries of the dam are the dam builders, recipients of electricity in urban areas, and national governments because of improved energy access statistics on a national level.…”
