In order to better understand the impact of trade openness and foreign direct investment (FDI) on carbon neutrality (economic growth without increasing carbon emissions), linear fully modified ordinary least squares model and non‐linear panel threshold regression model are applied to explore the impact of trade openness and FDI on economic growth and carbon emissions in 114 countries. The results of the Tapio decoupling model showed that the decoupling between economic growth and carbon emissions is an M‐shaped from 2002‐2015, and a strong decoupling exists between them after 2015. The results from the linear model showed that FDI promotes both economic growth and carbon emissions. Trade openness promotes economic growth, but curbs the increase in carbon emissions. In other word, trade openness contributes to economic without increasing carbon emissions, which is conducive to achieving carbon neutrality. The results of the non‐linear model showed that when FDI crosses the threshold, the effect of FDI on economic growth first promotes and then inhibits and then promotes, the effect of FDI on promoting carbon emissions first increases and then decreases. When trade openness crosses the threshold, the promotion effect of trade openness on economic growth increases, while the inhibitory effect of trade openness on carbon emissions decreases. Finally, the policy implications are proposed.

Since the reform and opening-up, China has developed into the world’s number one manufacturing country. Meanwhile, China’s environmental protection efforts continue to strengthen. So, will changes in the intensity of environmental regulatory policies have an impact on the technological development level and international competitiveness of China’s high-tech manufacturing industries? In response to this issue, we have reviewed relevant research in the field of environmental regulation and export technology complexity, and then selected appropriate indicators to quantify the environmental regulation and export technology complexity of high-tech manufacturing industries in different regions of China. Furthermore, the entropy method was used to calculate the intensity of environmental regulations in different regions of China. In the subsequent empirical analysis, based on relevant indicator data from 30 provinces in China, excluding Tibet, from 2006 to 2021, we quantitatively analyzed the impact of China’s environmental regulations on the complex export technology of high-tech manufacturing industries. The degree of influence and the robustness of the benchmark regression results was proved through endogeneity testing and robustness testing. The main conclusions are as follows: (1) from 2006 to 2021, China’s environmental regulation intensity and the technological complexity of high-tech industry exports have shown an upward trend. (2) The empirical analysis results show that the increase in intensity has a significant “U-shaped” impact on the technological complexity of exports of high-tech manufacturing industries. (3) The “U-shaped” impact of environmental regulation on the technological complexity of exports of high-tech manufacturing industries has regional differences. However, the high-tech manufacturing industry does not show obvious industry differences. (4) Environmental regulations will affect the level of export technology complexity of the high-tech manufacturing industry through foreign direct investment, human capital, and innovative R D investment, which cause indirect effects. Based on those conclusions, this paper has suggested corresponding policy measures and future research directions.

The desire for development in developed and developing countries has caused difficulties in realizing environmental goals. For this reason, initiatives such as Sustainable Development Goals have been taken to balance economic growth and environmental goals. Recent research from a sustainable development perspective has shown that skilled human capital, green technology, and ICT play an essential role in the sustainable management of natural resources. In this context, the present study aims to reveal the impact of natural resource rent, economic complexity, human development, green technological innovation, and ICT on ecological footprint. It also focuses on the moderating role of green technological innovation and ICT in the relationship between natural resource rent and ecological footprint. The findings show that natural resources and ICT are the causes of environmental degradation in G7 countries, whereas economic complexity, human development, and green technological innovation improve environmental quality. It has also been discovered that ICT and green technological innovation have a moderating role in the natural resources of G7 countries. In E7 countries, natural resource rent and economic complexity increase environmental degradation, whereas human development, ICT, and green technological innovation contribute to environmental quality. Causality findings are similar in both country groups. The findings show that synergies between SDG‐4 and SDG‐13 in G7 and E7 countries can help achieve climate action sustainably and effectively. Moreover, achieving SDG 13 in E7 countries requires interactive policies to achieve SDG‐12 and SDG‐17. Achieving SDG‐8 and SDG‐17 targets in G7 countries can contribute to combating climate change.
