The digital economy is considered a driving force of green economic development. However, only a few studies have examined the relationship between the digital economy and green total factor productivity (GTFP). According to the principal component method and super-efficient Slacks-based measure model, the digital economy level and green total factor productivity GTFP were measured for China’s provinces based on panel data from 2013 to 2019. The spatial econometric model was then used to analyze the effects of the digital economy level on green total factor productivity GTFP. Results showed that the overall level of green total factor productivity GTFP maintained a steady growth trend, with an average yearly growth of 4.19%. Significant regional differences reflecting the development characteristics of eastern, central, and western regions were also observed. Most provinces showed either high or low values of both green total factor productivity GTFP and digital economic development thereby revealing spatial heterogeneity for the different provinces and cities. The spatial Durbin model showed that the digital economy had a significant direct effect (0.1498) and spatial spillover effect (0.3438) on green total factor productivity GTFP, the latter being greater than the former, with this conclusion supported by the robustness test. Technological innovation positively regulates the contribution of the region’s digital economy to green total factor productivity GTFP and negatively regulates the spatial spillover of the digital economy to green total factor productivity GTFP in neighboring regions.

As a measure to promote the reform of China’s ecological civilization system, the energy-consuming right trading policy has great potential to reduce pollutant emissions and achieve green development in China. Based on the panel data of 254 cities in China from 2005 to 2019, this paper uses difference-in-differences (DID) model and super-efficiency slacks-based measure (Super-SBM) to investigate the impact of energy-consuming right trading policy on the efficiency of urban green development. The findings are as follows. i) The energy-consuming right trading policy can significantly promote the efficiency of urban green development. The conclusion still holds after a series of robustness tests. ii) The energy-consuming right trading policy can improve the efficiency of urban green development by promoting green technology innovation. This finding supports the Porter Hypothesis. iii) Heterogeneity analysis shows that the energy-consuming right trading policy can significantly improve the green development efficiency of cities in the eastern region. On the contrary, there is no significant effect on the green development efficiency of cities in the central and western regions. The government should expand the scope of energy-consuming right trading policy implementation according to local conditions. At the same time, the government should also stimulate enterprises to innovate green technologies and maximize the effect of the energyconsuming right trading policy on the efficiency of green development.

Under the strategy of “Digital China” and “Sustainable Development,” the synergistic development of digital economy and green economy has become a crucial topic. Based on the panel data of 13 cities in the Beijing-Tianjin-Hebei (BTH) region from 2011 to 2019, this study investigates the direct effect, intrinsic mechanism, and spatial spillover effect of digital technology development (DTD) on urban green development efficiency (GDE). The empirical results show that (1) DTD significantly improves urban GDE in the BTH region, and it passes the endogeneity test, (2) DTD can enhance urban GDE by improving the environmental regulation intensity and technological innovation level in the BTH region; however, the industrial structure optimization weakens the promotion effect of DTD on urban GDE in the BTH region, which shows a “masking effect,” (3) the kernel density estimation method and ArcGIS technology reveal the existence of “digital divide” and GDE differences among cities in the BTH region. Moreover, the spatial distribution pattern of DTD gradually forms “H–H” and “L-L” clusters in the BTH region, and (4) DTD also increases the GDE of neighboring cities through spatial spillover effects in the BTH region, and it passes the robustness test of replacing the spatial weight matrix. This study is important for the BTH region to simultaneously solve economic development and environmental problems in the context of digitalization.
