With increasing ecological damage caused by regional development, many countries seek to promote sustainable development through spatial regulation. This study treated China's development of National Key Ecological Functional Zones (NKEFZ) as a quasi–natural experiment, applying a time–varying difference–in–differences model to data from 148 water quality monitoring cross–section points of major river systems in China from 2004 to 2018. The results revealed that NKEFZ improved the mean of comprehensive water quality (CWQ) and individual water quality indicators of dissolved oxygen and ammonia nitrogen content index by restricting urbanization and increasing government investment. The mean value of CWQ was improved by about 0.22 grades, and the optimization effect of spatial regulation on average water quality was more prominent in coastal cities, cities with high–pollution levels, and large–sized cities. Nevertheless, the impact of NKEFZ on water quality exhibited a “Matthew effect”, in which NKEFZ were not effective in improving the bottom line standard of water quality in the pilot zones, as NKEFZ did not significantly improve the peak values of CWQ or individual pollutant indicator. In addition, an economic effect estimation indicated that NKEFZ significantly facilitated local economic growth and primary industry development and had a significantly negative impact on secondary industry growth and foreign investment. This study contributes new evidence for measuring the effect of the trans–regional spatial regulation, eliciting policy implications for improving ecological spatial regulation and incentive mechanisms, and promoting the sustainable development of the regional environment and economy.

The battle against air pollution in China persists, and haze remains over cities. Whether industrial robots, as the core technology of intelligent manufacturing, can improve city air quality in the process of production has not been determined. Using the International Federation of Robotics data and Chinese city air pollution data (2013–2018), this study finds that industrial robots significantly reduce city air pollution levels (PM2.5, PM10, and SO2), which remains robust after addressing endogeneity. The mechanism of action lies in the synergistic benefits of industrial robots in reducing city air pollution levels by effectively improving energy use efficiency and promoting green technological innovation. Heterogeneity analysis suggests that industrial robots, as the incarnation of green technology, can be an effective alternative tool to green policies, such as low-carbon piloting, resource planning, and environmental regulation. This study empirically confirms that industrial robots are environment-friendly technologies that can provide new policy ideas to promote air pollution prevention and control in the industrialization process.

IntroductionThe National Key Ecological Functional Areas (NKEFAs) are location-oriented ecological engineering of China, which rely on the main functional area planning. The co-benefits of ecological product supply and ecological environment improvement of NKEFAs has not been fully assessed in the literature.MethodsNKEFAs is considered a quasi-natural experiment, and the time-varying difference-in-differences (DID) model is used to assess the impact of NKEFAs on carbon sequestration (CS) and environmental quality (EQ) based on the panel data of 330 cities in China from 2001 to 2019. Then, we explore whether the co-benefits of ecological product supply and eco-environment protection can be achieved.Results and discussionNKEFAs can enhance CS and EQ and thus achieve co-benefits for both. NKEFAs can achieve the co-benefits of CS and EQ through territory spatial allocation and labor force aggregation, but industrial structure upgrading only positively mediates the impact of NKEFAs on CS. The co-benefits of CS and EQ are heterogeneous across functional area types, geospatial locations, and quantiles, while only CS at windbreak-sand fixation area, northwestern region, and low quantile regions is enhanced. This study makes a theoretical and methodological contribution to the existing literature on the policy effect assessment of ecological engineering. It also provides a comprehensive framework for evaluating the ecological effects of relevant policies in other countries by integrating the co-benefits of ecological products and eco-environment, analyzing regional heterogeneity, and exploring the underlying mechanisms.
