Environmental Policy and Optimal Taxation in a Decentralized Economic Federation

Abstract: This paper deals with environmental policy in an economic federation, where each national (lower level) government faces a mixed tax problem. We assume that the federal government sets emission targets, which are implemented at the national level. We also assume that the economic federation is decentralized, meaning that the national governments are first movers vis-à-vis the federal government. Our results show that each country uses its policy instruments, at least in part, to influence the emission target. … Show more

“…This way of writing the marginal income tax formulas originates fromAronsson, Jonsson, and Sjögren (2006).17 Note once again that this refers to marginal taxation. Redistribution from the high-ability to the low-ability type implies ( 1 ) < ( 2 ) at the second-best optimum, i.e., the income tax payment made by the high-ability type exceeds the payment made by the low-ability type.…”

“…1 Earlier research in the former category, nevertheless, addresses a variety of issues such as comparisons between noncooperative and cooperative regimes with respect to tax policies and labor mobility (Aronsson and Blomquist 2003), fiscal competition due to international trade Gahvari 2004, 2005), and strategic aspects of public policy in the context of economic federations (Silva and Caplan 1997;Caplan and Silva 1999;Aronsson, Jonsson, and Sjögren 2006).…”

“…Another issue that has been addressed in the context of decentralized leadership is environmental policy. 8 Aronsson et al (2006) consider a model where the central authority sets emission targets to be implemented by the lower-level jurisdictions. The governments in the lower-level jurisdictions face a mixed tax problem, and it is shown how the lower-level governments use their policy instruments to influence the emission target imposed by the central authority.…”
