The 1930s economic depression may have been worldwide, but the French experience was unique in a number of ways, notably in its prevalent and broad consensus of anti-immigrant ‘explanations’ and ‘solutions’ to unemployment. With the aid of Ministry of Interior and Labour files, Communist Party and trade union minutes and the literature of the movements of the unemployed, this article seeks to examine one aspect of this experience: the attitude of communist-led movements of the unemployed to xenophobia and joblessness. Generally, this area has been neglected by French historians, but it provides interesting insights into PCF strategy and the experience of depression. Communists were isolated in refuting anti-immigrant responses to unemployment. Their Committees of the Unemployed made efforts to combat the xenophobic response to the economic crisis. However, the communists’ attitude was not as straightforward as has been assumed and the Party’s strategic reorientations led to more muted arguments as the decade progressed.

« Crise des réfugiés », « crise des migrants » : ces expressions dont on ne compte plus les occurrences dans les médias comme dans les discours publics sous-entendent que nous assisterions à une augmentation inédite et exponentielle du nombre d'étrangers arrivant en Europe, qui mettrait en danger ses équilibres économiques et sociaux. Pudiquement cachée derrière le terme flou de « crise », l'idée d'un trop-plein s'est ainsi largement imposée malgré l'importante production scientifique qui montre, toutes disciplines confondues, à quel point cette représentation est fausse 1. C'est pourtant autour de ce cadrage erroné que les pouvoirs publics élaborent leurs « solutions » aussi variées dans leurs formes (agir sur les causes de départ ; politique de dissuasion ; politique de répression…) qu'analogues dans leur objectif : réduire le nombre de migrants. Far too often studies in contemporary history have concentrated on national stories. By contrast, this article analyses wartime discourses about and practices against fascism in France, Germany and Italy in a comparative and – as far as possible – transnational perspective. By looking at individual biographies some general aspects of socialist anti-fascism, as well as similarities and differences within anti-fascism, shall be identified and start to fill the gap which Jacques Droz left in 1985 when he ended his Histoire de l'antifascisme en Europe with the outbreak of the Second World War. To visualise the transnational dimension of socialist anti-fascism both in discourse and practice different categories shall be considered. These include historical analyses and projects for the post-war order in letters, newspapers, periodicals, pamphlets and books, acts of solidarity like mutual aid networks set up by groups and institutions and forms of collaboration in resistance movements.
