This paper aims to enhance the formulation and execution of state-level managerial decisions pertaining to the development of ecotourism, within an environmental protection framework. It posits that in the context of ensuring environmental safety and effective regulatory support for natural resources utilization, state-level management is pivotal. The country's natural environment system serves as the study's object. The research task involves modeling the decision-making and implementation process, particularly those with direct environmental impact geared towards ecotourism development. Utilizing Data Flow Diagram (DFD) methodology, a state management model for environmental impact in the ecotourism development system was developed. Within this model, key factors influencing ecotourism development were identified, and the essential steps and elements to enhance the efficiency of decision-making and implementation in the state management system were established. The chosen methodology effectively demonstrates the information and functional content of the decision-making and implementation processes. The study's novelty lies in the application of a novel modeling method to improve process execution. Limitations exist, as the model was developed considering only the environmental realities of one country, namely Poland. The model's effectiveness in other countries requires modifications in line with dominant local factors. Future work plans to develop similar models for European Union neighboring countries, such as the Czech Republic and Romania, to ensure effective European environmental regulation in the ecotourism development system.

The construction and operation of collaborative production networks based on multi-subject collaboration is an important path and means for enterprises to adapt to personalized, diversified, and differentiated market demand. It is of great practical significance to identify the key collaborative subjects in the collaborative network and protect and maintain them to ensure its normal operation. To identify the key collaborative subjects in the collaborative network of traditional manufacturing enterprises, this paper proposes a method for identifying and evaluating the importance of nodes in traditional manufacturing enterprise collaborative networks. Firstly, the method uses four parameters, degree centrality, betweenness centrality, closeness centrality, and subgraph centrality, as node importance evaluation indexes, based on complex network theory. Secondly, the coefficient of variation method (CVM) is used to calculate the weights of evaluation indexes. The Multiple Attribute Decision Making (MADM) based on the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) is then used to comprehensively evaluate node importance and identify key nodes (key collaborative subjects) in the network. Finally, the proposed method's effectiveness, rationality, and scientific nature are verified by using the measurement index of network connectivity in combination with specific enterprise cases. The results show that the failure of key nodes has a more significant impact on network connectivity. Therefore, the node importance evaluation method based on Multiple Attribute Decision Making has better performance. It helps traditional manufacturing enterprises to focus on the protection and maintenance of the key collaborative subjects when coping with the competitive environment of the external market and provides a valuable reference for the normal operation of collaborative network organizations.

The main purpose of the article is the theoretical and methodological substantiation of the modern approach to the formation of a model of state regulation of investment support for innovative industrial development in the context of helping to increase the level of financial security. The object of the study is the innovative development of the industrial sector of the Ukrainian economy. At the same time, the scientific task will be to present a methodological approach to assessing the current state of trends in investment support for innovative industrial development in all regions of Ukraine as a tool for state regulation. The research methodology involves the use of modern methods of analysis and synthesis of available information on the research topic. A nonparametric statistical method was used to analyze the trends and dynamics of industrial development in Ukraine. The integral assessment method was used to form a methodological approach to assessing the level of investment support for innovative development as an effective instrument of state regulation. As a result of the study, a model of state regulation of investment support for innovative industrial development is presented. An assessment was made of the level of investment support for innovative industrial development concerning the proposed model. Based on the results obtained, measures to ensure financial security in the conditions of Industry 4.0 are proposed. The key financial obstacles to investment support for innovative industrial development are presented, ordered by the priority of the state's response to them. The study has limitations in that it does not take into account all aspects of state regulation. In this case, only the specifics of the industrial sector of the economy were taken into account.
