The article discusses issues of ensuring economic security as one of the most important qualitative characteristics of logistics systems, which determines the ability to ensure the established parameters of material flows in the process of goods distribution when implementing digital systems and technologies. Contemporary risks and threats characteristic of the development of digital transport and logistics ecosystems are analysed. The key factors for ensuring economic security and their importance in logistics are examined from the point of view of ensuring operational control over compliance with established key indicators of product distribution. An interpretation of the concept of ‘economic security’ is given from the point of view of protecting a business entity from external and internal threats in order to increase the level of competitiveness and sustainability of business in the market. The issues of ensuring the parameters of goods distribution within the established thresholds are addressed in order to achieve the optimal functioning of the goods distribution system and to ensure the economic activity of the enterprise with all the necessary resources. Logistics systems are studied for the effective organisation and management of material flows, aimed at ensuring the reliability of operations and the implementation of the strategy of economic entities. The need to use modern digital technologies to increase the level of economic security in logistics systems and to ensure the transparency, controllability and traceability of material flows in the field of goods distribution has been demonstrated. At the same time, the very fact of digitising cargo delivery processes is considered from the perspective of the ecosystem paradigm and the platform concept. The patterns of transformation of traditional logistics operators into providers of digital logistics services are substantiated. A model of a cyber-physical ecosystem in logistics has been developed, enabling end-to-end management of business processes and data exchange in the distribution of goods.

Введение. В статье приводятся подходы к исследованию и группировке рисков государственного оборонного заказа (ГОЗ), вызванных современным развитием цифровизации и деглобализации экономики, введением санкций вследствие проведения специальной военной операции, их последствий и череды кризисов, возникших в результате пандемии. Проведено исследование факторов риска создания, производства и логистического сопровождения военной и специальной техники, а также вооружения для обеспечения нужд внешней безопасности и обороноспособности России с учетом специфики контрактных взаимоотношений. Данные и методы. Воздействие рисков на исполнение ГОЗ приводит к невыполнению задач по техническому оснащению вооруженных сил, снижению уровня обороноспособности России, что в условиях проведения специальной операции в Украине, когда США и большинство стран Европы ведут прокси войну против России, может привести к катастрофическим последствиям для национальной безопасности. Кроме оборонительного значения закупки в системе ГОЗ на предприятиях оборонно-промышленного комплекса (ОПК) могут быть связаны с реализацией долгосрочной стратегии военного сотрудничества по поставкам военной продукции в соответствии с долгосрочными контрактами. Риски, возникшие в результате разрыва логистических цепочек из-за введенных санкций на предприятия ОПК, могут привести к потере доверия к России, на мировом рынке вооружений, а, следовательно, и взаимовыгодными военно-политическим отношениям. The article presents approaches to the study and grouping of the risks of the state defense order (SDO) caused by the modern development of digitalization and deglobalization of the economy, the introduction of sanctions as a result of a special military operation, their consequences and a series of crises that arose as a result of the pandemic. A study of risk factors for the creation, production and logistics support of military and special equipment, as well as weapons to meet the needs of external security and defense capability of Russia, taking into account the specifics of contractual relationships. Data and methods. The impact of risks on the execution of the State Budget leads to non-fulfillment of tasks for the technical equipment of the armed forces, a decrease in the level of Russia's defense capability, which, in the context of a special operation in Ukraine, when the United States and most European countries are waging a proxy war against Russia, can lead to catastrophic consequences for national security. In addition to the defensive value, purchases in the state defense system at enterprises of the military-industrial complex (MIC) can be associated with the implementation of a long-term strategy of military cooperation for the supply of military products in accordance with long-term contracts. Results. The risks that have arisen as a result of the disruption of logistics chains due to the sanctions imposed on defense industry enterprises may lead to a loss of confidence in Russia, in the global arms market, and, consequently, mutually beneficial military-political relations. Reducing the negative impact of risks in the formation, planning and implementation of state defense orders (SDO) is a priority area of state economic policy and logistics in the field of national security. Conclusion. In the new realities of the functioning of the Russian economy, research is becoming relevant in the field of improving methods for timely detection and prevention of the negative impact of the consequences of the complex impact of sanctions and isolation pressure on suppliers and consumers of defense industry products to prevent or reduce risks in the public health system.
