There is a growing concern for people to contribute to future developments in shaping their surroundings (town, community, and region) and, thus, their quality of life. Therefore, the study aims to propose a framework of public-participation exploitation for sustainable urban planning in Saudi Arabia. The framework proposed was developed based on analyzing the literature review and experts’ opinions through the Delphi technique. The framework covers planning levels and stages, participation methods, sustainability pillars, and the use of information communication technology (ICT). A proposed PP framework is produced, which is comprehensive, yet tailored for the urban-planning context of Saudi Arabia. The framework assists the management of PP properly. It addresses several practical elements that involve the citizens’ awareness regarding PP in the planning process, along with the accessibility of the populace to urban-planning issues. The framework shows that there is no single participatory technique that can satisfy all planning processes. The framework recognizes the importance of integrating sustainability into urban plans. It is concluded that the current framework helps to manage public participation properly and introduces the participants in the planning process, which eventually affects the urban planning of cities in Saudi Arabia.

Education for Sustainable Development (ESD) is increasingly embedded in higher education (HE) due to the current emphasis on tackling the environmental crisis. Similarly, Civic Society Organisations are expanding their mobilization and practical action in communities. These approaches can reach almost all people on the planet and open avenues for effective global action around sustainable development. It is important to connect both learners and develop agents of change in society. In this paper, we focus on how digital resources can support democratization of knowledge production and improve equitable citizen participation in ESD and practical action at the local and global levels. The paper investigates structures, processes and components that support transnational collaboration in digital spaces, particularly, around the enhancement of sustainable environmental attitudes. We use Collaborative Online International Learning (COIL) as a basis to develop EcoCOIL as a versatile model for expanding coalition building tools and principles, to promote environmental citizenship and develop multi-layered communities of practice. Stakeholders include university students and staff, technical experts, business leaders and entrepreneurs, social innovators, policy makers, Community Social Organisations (CSOs), etc. EcoCOIL focuses on co-created wisdom sharing across intercultural, intergenerational and transdisciplinary actors; it brings an innovative, participatory angle to curriculum development by integration of lifelong learning principles and practical facilitation of sustainable behavior within communities in real time.

Obstacles to the diffusion of adaptation in the Rhein-Neckar region in Germany

Because the impacts of climate change are felt at the local level, we assess adaptation diffusion mechanisms (i.e., learning, competition, and emulation) among smaller big cities and medium-sized towns. Since the diffusion of adaptation has immediate spatial implications, we argue that local conditions play an important role in the diffusion process. The densely populated Rhein-Neckar Metropolitan Region in Germany is an ideal case for studying diffusion mechanisms with regard to adaptation. Using a rich data set of 28 interviews, we unpack the views of local actors such as mayors, city council politicians, city administration representatives, and representatives from regional agencies and identify factors influencing the diffusion of adaptation. We find limited or compromised diffusion due to insufficient knowledge about adaptation, competition between municipalities, and cooperation with cities outside the region. In addition, we find some (albeit limited) political will for adaptation. While some of the interviewed politicians considered making long-term investments in adaptation, most highlighted competing local issues and viewed adaptation with caution, illustrating adaptation’s lack of salience and social legitimacy. Indeed, one crucial finding was that housing and mobility are more important to a wide range of politicians and bureaucrats alike. By examining diffusion mechanisms at the subnational level, we combine theoretical perspectives from political science and geography to show how local decision-makers—in particular, politicians—influence the diffusion mechanisms of adaptation.
