Küresel ölçekte birçok alanı ve yerleşmeyi önemli düzeyde etkileyen iklim değişikliği ile ilgili çalışmalar 20. yüzyılda hız kazanmıştır. İklim değişikliği aşırı sıcaklık, kuraklık, yağışlar, seller, su kıtlığı ve deniz seviyesindeki artış gibi sorunlara bağlı olarak kentlerde çeşitli olumsuzluklara yol açmaktadır. Kentlerde nüfusun artmasına paralel olarak küresel iklim değişikliğinden etkilenecek kişi sayısı da artacaktır. Kentsel büyüme ve iklim değişikliği ilişkisini vurgulayan çalışmaların Marmara Bölgesi geneli ve Yalova özelinde sınırlı sayıda olmasından hareketle çalışma alanı olarak Marmara Bölgesi’nde bulunan, kıyı yerleşim özelliği gösteren Yalova ili seçilmiştir. Yalova’nın tarihsel süreç içinde kentsel gelişimini ve mevcut özelliklerini ele alarak iklimsel değişimini ortaya koymak ve iklim değişikliği senaryoları içinde ilin durumunu belirleyerek önerilerde bulunmak çalışmanın amacını oluşturmaktadır. Bu bağlamda, Marmara Bölgesi ve Yalova ili iklim, kentsel büyüme ve nüfus açısından değerlendirilmiştir. Marmara Bölgesi genelinde ve Yalova’da kentsel alanlar ve nüfus giderek artmakta, son dönemde iklimsel değişimler daha yoğun hissedilmektedir. Senaryolara göre Marmara Bölgesi ve Yalova ili iklim değişikliğinin aşırı sıcaklık ve aşırı yağışlar şeklindeki yansımalarını yaşayacaktır. İlin konumu nedeniyle olan çekiciliğine bağlı olarak özellikle turizm ve sanayi sektörlerindeki gelişmeyle nüfusunun ve yapılaşmanın artacağı, dolayısıyla kentsel ısı adası etkisinin giderek yükseleceği tahmin edilmektedir. Deniz kıyısına yakınlığı ve yapılaşmanın kıyıda yoğunlaşması olası deniz seviyesindeki yükselmeden olumsuz etkileneceğini göstermektedir.

Since its introduction in 2008, the Covenant of Mayors (CoM) has helped municipalities meet EU Climate and Energy goals and thresholds through Sustainable Energy and Climate Action Planning (SECAP). The engagement of local communities holds particular significance for smaller municipalities, which can leverage collective strategies to mutually contribute to climate change mitigation efforts, thereby optimizing results. In the realm of communities, Renewable Energy Communities (REC) have emerged as a potential tool for SECAP implementation, but although they target common objectives and constitute subsequent steps of the same planning flow, their interaction is poor. This study aimed to investigate similar tools’ integration by focusing on administrative and technical boundaries whose overlaps often hinder their interoperability. To this aim, the Italian framework was chosen due to the representation of its signatories in the CoM. Municipalities that have undertaken actions related to RECs within their Joint SECAPs have been compared through an analysis of the CoM datasets. Finally, two Italian case studies were selected to evaluate the impact of different territorial and institutional configurations on these initiatives, aiming to face climate change and achieve a green transition. This helped the authors propose practical recommendations and policy implications concerning this kind of community-centred energy planning solution as outlined in the concluding section.

Abstract. Research into local climate adaptation has often focused on highly visible, intentional public policies that seek to improve resilience to climate threats or how societal actors have reacted to changing climatic conditions. We argue that these approaches neglect a range of unintentional and/or hidden initiatives, which deliver implicit and/or hitherto under-appreciated adaptation benefits. We present an analytical framework to organise studies of these under-explored initiatives, which advances social scientific conceptualisations of what local climate adaptation consists of and provides a heuristic for selecting appropriate methods of enquiry to examine it. Drawing on empirical research into the adaptation activities of municipalities and small businesses in Germany, we apply this framework to expand our knowledge of how communities are building climate resilience, gain a better understanding of the full range of adaptation activities within individual localities, and pose questions about the role of state and societal actors in addressing common problems.
