There are different energy approaches around the world to the development of sustainable energy systems. In this regard, the role of governments, local governments, and people in the development and use of sustainable energy is remarkable. This research, concerning the present epistemic and normative differences, aims to investigate the societal debate on citizen inclusion, local and national attempts to develop clear procedures and guidelines in the transition to sustainable energy use in different countries. Existing theories, subjectivities, and policy implications for different countries are first carefully analyzed. Based on theories, evidence, and policy implications, the behavioural insights for sustainable energy use are then examined. The results show that national governments should never ignore the psychology and behaviour of people, especially in terms of economic behaviour, performance applicable and knowledge of local governments and people in sustainable energy development. Channels of communication between local, people, and national governments, can make a robust shared network and implement simple policies such as increasing their authority. They can also encourage and build capacity through the training, support, trust and knowledge capacity of local governments and people to move toward sustainable energy development. Therefore, focusing on government and maintaining national authority should be departed from any approaches that local government and the public should be constrained as minor actors in sustainable energy governance networks. This work demonstrates that local governments can develop sustainable energy. Moreover, national governments can overcome issues and further control sustainable energy public policy goals under difficult national political conditions.

Using Natural Gas Resources to De-Risk Renewable Energy Investments in Lower-Income Countries

Combatting climate change necessitates a substantial global increase in renewable electricity capacity. Many low-income and lower-middle-income countries suffer from unfavorable green financing conditions. Fifteen of these countries possess substantial natural gas reserves. To overcome green financing constraints in such countries, we propose an integrated energy contract that awards a renewable energy project in parallel with an upstream natural gas project to interested energy companies. The state returns from the natural gas project provide a guarantee for renewable energy investments, reducing their associated risks. We conduct Monte Carlo simulations for each of the targeted countries after populating the input parameters for the upstream natural gas and renewable energy projects, including forecasting country-specific natural gas prices. When accounting for 10% of their existing natural gas reserves in the proposed contract, Nigeria, Myanmar, and Indonesia can achieve more than 60% of their 2030 renewable energy target capacity additions while countries with low access to electricity can significantly upscale their installed capacities. The guarantee mechanism provides protection levels exceeding 96% on renewable energy investments. The proposed contract enables the considered countries to increase their renewable energy capacities while inducing economic development.

Summary Hausmannite/sulphur reduced graphene oxide (MO/RGO‐S) and cobalt‐nickel layered double hydroxide (CN) composite was synthesized through a two‐step electrodeposition approach. This process began with galvanostatic electrodeposition of MO/RGO‐Son a nickel foam, followed by cyclic voltammetry electrodeposition of CN. The inclusion of RGO‐S increases the electrical conductivity of the active material (AM) and its wettability while Mn3O4 (MO) enhances the pseudocapacitive active sites which help to increase the specific capacity of CN. The materials' electrochemical evaluations were carried out via three‐ and two‐electrode configurations using 2 M KOH electrolyte. An enhanced composite material (MO/RGO‐S‐50@CN) produced a phenomenal specific capacity of 582.1 mA h g−1 in a three‐electrode configuration at 0.5 A g−1. The device (MO/RGO‐S‐50@CN//CCBW) consisting of MO/RGO‐S‐50@CN and activated carbon from cooked chicken bone waste (CCBW) as positive and negative electrodes, respectively delivered specific energy of 56.0 Wh kg−1 with a specific power of 515.0 W kg−1 at a specific current of 0.5 A g−1. The device produced capacity retention of 85.1% and coulombic efficiency of 99.7% at 10 000 galvanostatic charge‐discharges cycles at 6 A g−1. Because of these excellent results, the fabricated materials demonstrated great potential for application as a high specific energy supercapacitor.
