Enhancements to the FAA Ground-Delay Program Under Collaborative Decision Making

Abstract: When airport arrival capacity is reduced, it may not meet the demand placed by arriving aircraft. In these cases, the FAA enacts a ground-delay program (GDP) to delay flights before they depart from their origin airports, keeping traffic at an acceptable level for the affected arrival airport. However, air-traffic managers sometimes lacked current data and a common situational awareness when running a GDP. Working with the FAA and the airline community, Metron, Inc. and Volpe National Transportation Systems Ce… Show more

“…The driver for the adoption and implementation of the CDM concept was a small, OR-minded team in the FAA, the U.S. Department of Transportation, and especially the Metron Corporation (Chang et al 2001). The CDM Program has already led to major reductions in delays and missed connections for air travelers and to documented savings of hundreds of millions of dollars in airline operating costs.…”

“…Air Traffic Control (ATC) coordination: The ATC role is not a part of the OCC as it is common for all airlines and operated by a public authority, for example the Federal Aviation Administration (FAA) in the US and EuroControl in Europe. However, the ATC coordination becomes more and more important in North America, as airlines can actively participate in air traffic management through the Ground Delay Program by the FAA based on the Collaborative Decision Making (CDM) initiative [10]. In Europe, aircraft control typically takes this role.…”

“…First, traffic flow management (TFM) initiatives will reduce the number of flights into an airport during the worst weather [2]. The reduced traffic may give the remaining flights greater flexibility to deviate.…”
