Language is a cornerstone of cultural identity, yet many of the world's languages are at risk of disappearing, either historically or as a result of deliberate actions by aggressive neighboring states, if not appropriately addressed. This paper examined worldwide endeavors to safeguard endangered languages and the cultural customs interwoven with them, using a case study of Ukraine and Russia. By conducting quantitative and qualitative analyses of the obtained data, the study focused on the case study design, based on document analysis, semi-structured interviews, and structured surveys. The findings highlighted the key successes in language revitalisation, mainly focusing on educational initiatives and technology-based solutions. Efforts such as community-led language schools, language documentation projects, and digital platforms have demonstrated potential in maintaining Ukrainian as a presently endangered language in territories militarily occupied by Russia and previously annexed areas, providing direct communication channels to counter an aggressor's objectives. Additionally, the role of government policies and international organisations in supporting language preservation was analysed, revealing how collaborative approaches can foster linguistic and cultural resilience. Significant challenges were identified. These challenges encompassed inadequate funding and limited local and global community engagement, and the complex dynamics of cultural assimilation because of fear and threat to life in the occupied lands. Moreover, the impact of language extinction on the cultural survival of minority groups (those few Ukrainian speaking or bilingual – Ukrainian and Russian, speaking people with the core values of the Ukrainian culture and identity) is profound, often leading to a loss of unique worldviews, oral traditions, and identity. The paper concluded with recommendations for future initiatives in language revitalisation, emphasising the need for holistic approaches that integrate the cultural understanding, technology, and community empowerment. It was contended that by tackling these issues, stakeholders can play a role in preserving not just languages but also the diverse tapestry of cultures they embody.

Both Indonesia and Vietnam provide English as foreign language instruction. In contrast to Indonesia, where English proficiency is low, Vietnam has a moderate level of English proficiency. Although Vietnam has a moderate level of English proficiency, its curriculum is nearly identical to that of Indonesia, making it suitable for comparative research. This research aimed to identify the significant differences between Indonesian and Vietnamese universities’ English language teacher education curricula. This study employed a qualitative methodology to compare the English as a foreign language teacher education curricula in Vietnam and Indonesia. In this study, descriptive analysis was utilized. The English education curricula documents obtained from the university’s website were used for data analysis. The research settings were Universitas Pasifik Morotai in Indonesia and the Giao Su-IESUS Evangelical School of Universal Studies in Vietnam. The finding showed that Vietnamese Universities stressed the dimension of content knowledge, communication competence, contextual knowledge, and professionalism practice theory. However, teaching competence, research knowledge, Community Practice Membership, and general knowledge are often overlooked. The Construction of a Digital Resource Library of English for Higher Education Based on a Cloud Platform

This paper conducts in-depth research and analysis on the construction of an English digital resource library for higher education through the cloud platform. The cloud platform allows the English resource library to achieve integration, efficiency, scalability, and interactivity and then solves the problems of how to realize the co-construction and sharing of resources among multiple platforms in vocational institutions and improve the utilization rate of resources. The construction of the English resource library in higher vocational institutions cannot be separated from the collaboration between institutions and enterprises, and institutions must face up to the problems existing in the construction of the current resource library. Firstly, the requirements of various aspects of the higher vocational English digital resource library system are given from three aspects, functional requirements, performance requirements, and operational requirements, in strict accordance with the requirement analysis steps; secondly, the overall technical architecture and network topology architecture of the education cloud platform where the higher vocational English digital resource library system is located are analyzed and given in general to ensure the security, scalability, and ease of operation of this platform and then the resource collection and resource storage. The application of cloud computing technology can solve the problems of difficulty in obtaining teaching resources, insufficient storage space, limited communication, and slow circulation; it can realize the integration and integrated management of various resources through technologies such as networking, virtualization, and distributed storage. Finally, based on the optimization strategies proposed in this paper, the core modules of the higher vocational English digital resource library system are designed and implemented, and some important and representative interfaces and source codes are demonstrated. To ensure the operation performance, the situation of multiple users operating the higher-level English digital resource library system at the same time is simulated, and the overall performance of the higher-level English digital resource library system is evaluated for the common operations such as uploading resource files, downloading resource files, and querying resource files, which confirms the rationality of the design strategy in this paper and greatly improves the user experience and increases the utilization rate of teaching resources.
