“…Forecasting the future cost development of learning technologies through the hypothetical learning curve is highly desirable for policy-makers, who try to formulate policies and devise strategies regarding these technologies (Abell and Hammond, 1979). This is because, an endogenous decision generates better patterns of technological choices by suitably considering the learning investments and early investment in development of a flourishing technology for greater deployment in later periods (Grübler et al, 1999;IEA, 2000;Criqui et al, 2000) compared to an exogenous decision advocated by many researchers, (Loulou et al, 2005;Alberth, 2007) which does not reckon the cost of experience correctly. Additionally, an endogenous decision determines the benefits of early investment in learning for promoting technology exploitation in later periods, whereas the exogenous decision is suitable from break-even points only.…”
