Energy Planning and Energy Efficiency in Smart City Areas

Consumption of fossil fuels has triggered the worldwide awareness to attain socioeconomic and environmental sustainability, particularly by enhancing renewable energy use and mitigating the environmental adversities, in tandem. Against this background, this paper aimed to investigate the impacts of promoting ICT trade, through liberalization of the associated trade barriers, on the prospects of undergoing renewable energy transition and limiting environmental degradation by curbing CO 2 emissions across six South Asian economies. The overall results from the econometric analyses, in a nutshell, confirm that higher degrees of openness to ICT trade lead to greater consumption of renewable energy, improve energy use efficiency levels and enhance access to cleaner cooking fuels. However, ICT trade fails to elevate the renewable energy shares in aggregate final energy consumption figures in South Asia. Besides, ICT trade is also seen to boost CO 2 emissions across this region; although the impacts seem to reverse upon enhancement in renewable energy consumption levels along with liberalization of the ICT trade barriers. Thus, these results impose key policy implications for the South Asian governments for simultaneously ensuring energy security and sustaining environmental well-being across South Asia.

The key role in the energy supply efficiency of smart cities is played by the electric power industry. The article provides an overview of the challenges of the electricity market in Europe and Russia and its main trends and directions. Changes in the organizational structure of the market, the role and tasks of each body managing the selected area of activity in the energy market are determined. Particular attention is paid to new opportunities provided to end-users of electricity in the smart cities. The article deals with the use of renewable sources and energy storages in accordance with new strategic programs in the EU and Russia. The research results and forecasts for the development of the electricity market and the use of different primary energy sources are shown. The main areas of development of the electricity market in the European Union and Russia are identified.The conclusion is drawn on the need to develop information systems that meet market changes and the business functions of such systems are determined.

A Framework for Integration of Smart and Sustainable Energy Systems in Urban Planning Processes of Low-Income Developing Countries: Afghanistan Case

Population growth and city expansion in developing countries require traditional urban planning practices to be transformed in order to tackle climate change and follow Sustainable Development Goals (SDGs) agendas. Almost every expert in the urban sector believes that future cities should be sustainable, smart, and environmentally friendly, where energy is one of the most critical factors to achieve these goals. They also agree that smart and sustainable energy provision for cities requires a comprehensive and responsive legal and policy framework to be in place at the national level. However, this research’s findings reveal a lack of such frameworks for this group of countries. Considering the challenges and unique nature of Low-Income-Developing (LID) countries, there should be a framework based on the realities in these countries. In this research, key challenges of urban and energy sectors of LID countries, specifically Afghanistan, are identified, and a framework for the integration of sustainable and smart energy in the urban planning processes for LID countries is proposed. To make it easily replicable and adaptable for LID countries, the proposed framework is studied and analyzed around Afghanistan’s urban and energy sectors. This is one of the few frameworks of its kind for LID economies to the best of the authors’ knowledge. This framework lays a solid foundation for sustainable and smart energy integration in the urban planning process of developing countries. This study highlights that sustainable and smart energy systems could ensure climate change mitigation and economic growth enhancement but require close cross-sectoral coordination and policy maker’s commitments and involvement. This research will help many existing and emerging cities in the LID countries’ worldwide use and benefit from the proposed framework in their urban planning processes. It also enables policymakers, urban planners and designers, municipalities leadership, and other stakeholders of the urban, energy, and environment sectors to work together and make smart and rational decisions for the future of their cities and lead them towards smart and sustainable cities.
