Energy efficiency and the law: A multidisciplinary approach

Abstract: South Africa is an energy-intensive country. The inefficient use of, mostly, coal-generated energy is the cause of South Africa's per capita contribution to greenhouse gas emissions, pollution and environmental degradation and negative health impacts. The inefficient use of the country's energy also amounts to the injudicious use of natural resources. Improvements in energy efficiency are an important strategy to stabilise the country's energy crisis. Government responded to this challenge by introducing measu… Show more

“…The "Lack of clear policies (organizational or governmental)" was present in two articles. Du Plessis [62] explored the relationships between energy-efficiency policies, laws, and ISO 50001. The authors highlight the need to use a multidisciplinary approach to insert measures related to energy-efficiency into legislation.…”

“…As stated above, researchers have noticed the importance of coal consumption of South Africa [27,37]. However, there are no studies related to coal consumption forecasting of South Africa To improve the accuracy of the prediction, this paper using a combined method of linear and nonlinear models to forecast the coal consumption.…”

“…This has the practical effect of locking in energy technologies that environmental regulation aims to dislodge. Given the historically different objectives of the fields of energy and environmental law, one must not be surprised by the fragmentation presently characterising the two fields of law (Du Plessis 2015;Nel 2015;Musango et al 2011).…”

“…This much is evident, considering that existing energy laws were drafted with the regulation of a handful of specific energy sources in mind: coal, petroleum, gas and nuclear. A further contributing factor to this regulatory disjuncture comes in the form of environmental laws and policy documents also containing reference to the manner in which renewable energy sources are to be regulated (Glazewski et al 2012;Du Plessis 2015). This 'disparate set of laws' was listed by Glazewski in 2006 to include the Mineral and Petroleum Resources Development Act 28 of 2002; Electricity Act 41 of 1987; Gas Act 48 of 2001; Gas Regulator Levies Act 75 of 2002; the National Energy Regulator Act 40 of 2004; National Environmental Management Act 107 of 1998; National Water Act 36 of 1998; the National Air Quality Act; and the National Waste Management Act (Glazewski 2006).…”
