Abstract. Fixing the accessibility is a standard issue of transport analysis, which can be of interest to many socioeconomic applications. In the paper we propose and discuss accessibility and other indicators-based urban transport system analysis and GIS (geographic information systems) calculation method for indicating problematic transportation zones in Vilnius city. The main parameter is time-based accessibility from/to the central part of Vilnius and other transport zones in the city. Created GIS application computes the ranks for transport zones of Vilnius city according to accessibility and Vilnius statistics in these zones (street network density in city zones, number of working places, number of equipped parking places, number of attractive objects in transportation zones). The GIS decision support system is based on 2 calculation methods TOpSiS (Technique for Order preference by Similarity to ideal Solution) and SAW (Simple Additive Weighting). Application of transportation zones analysis improves the quality of basic environment statistics and fills many data gaps related to urban statistics, providing information to decision-makers and the general public concerning key factors determining the state of urban transportation environment. This paper outlines criteria and models used in Vilnius to develop urban transportation indicators and the reasons why the selected indicators represent the first important step to achieve a comprehensive system of indicators of urban transportation sustainability in Vilnius city. En els últims temps, degut al desbordament dels límits administratius per la urbanització, la literatura ha estudiat vàries aproximacions per delimitar les àrees urbanes i metropolitanes. Simultàniament, aquestes dinàmiques urbanes han donat peu també a l’estructuració de sistemes metropolitans policèntrics, caracteritzats per la dispersió i per la descentralització concentrada de població i ocupació, trencant amb el paradigma de la ciutat monocèntrica. No obstant, pocs estudis s’han concentrat en estudiar dinàmicament (a través del temps) i conjuntament, el creixement dels límits metropolitans i la seva influència en l’estructura urbana de les àrees metropolitanes. En aquest article, la dinàmica urbana retrospectiva (1991-2001) i la seva influència en l’estructura urbana del sistema metropolità de Barcelona és estudiada. Primerament, a través d’analitzar la mobilitat residència-treball, els límits funcionals metropolitans són delimitats pels anys 1991, 1996 i 2001. Després, l’article estudia com el creixement dels límits metropolitans influencia en l’estructura urbana per tal de caracteritzar-ne els canvis pel període de temps estudiat. En aquest sentit, l’estructura urbana és caracteritzada a partir de tres elements claus: identificació de subcentres urbans mitjançant una aproximació funcional (mobilitat residència treball), a la vegada que s’estima si exerceixen influència o no en l’estructura urbana; el grau de complexitat del sistema metropolità; i la mesura del nivell de policentrisme considerant les seves dimensions morfològiques i funcionals com també proposant-ne una d’integrada. Tenint una perspectiva dinàmica (1991-2001), els resultats suggereixen un procés d’expansió urbana dels límits metropolitans que es tradueix en un increment dels subcentres degut als canvis dels mercats residencials i de treball, una estructura més policèntrica del sistema metropolità i un major grau de la seva complexitat. In recent decades due to the overflowing of the administrative boundaries by urbanization, the literature has studied various approaches to delimit the urban and metropolitan areas. Simultaneously, these urban dynamics have also led the metropolitan systems to polycentric structures characterized by dispersion and concentrated decentralization of employment and population, breaking with the paradigm of the monocentric city. However, few studies have focused on studying dynamically (over time) and jointly the delimitation of the metropolitan boundaries and its influence on the urban structure of the metropolitan areas. In this paper, the retrospective urban dynamics (1991-2001) and its influence on the urban structure of the Barcelona Metropolitan Region is analysed. Firstly, by analysing travel-to-work data, the functional metropolitan borders are delimited by the years: 1991, 1996 and 2001. Then, this paper studies how the growth of the metropolitan limits influence on the urban structure by characterizing their changes for the analysed period of time. In doing so, the urban structure is characterized by three key points: i) identification of urban subcentres by using a mobility approach (residence-to-work flows) at the time that it is estimated if they exert influence or not on the urban structure, ii) the complexity grade of the metropolitan system and, iii) the measurement of the polycentrism level taking into account its morphological and functional dimension as well as by proposing a new integrated approach. By having a dynamic perspective (1991-2001), results suggest a process of urban extension of the metropolitan borders what it could entail: an increment of sub-centres due mainly to the changes of the residential and labour markets, a more polynucleated structure of the urban system and a bigger grade of its complexity. En los últimos tiempos, debido al desbordamiento de los límites administrativos por la urbanización, la literatura ha estudiado varias aproximaciones para delimitar las áreas urbanas y metropolitanas. Simultáneamente, estas dinámicas urbanas han dado pie a la estructuración de sistemas metropolitanos, caracterizados por la dispersión y por la descentralización concentrada de población y ocupación, rompiendo con el paradigma de la ciudad monocéntrica. Sin embargo, pocos estudios se han concentrado en estudiar dinámica (a través del tiempo) y conjuntamente el crecimiento de los límites metropolitanos y su influencia en la estructura urbana de las áreas metropolitanas. En este artículo, la dinámica urbana retrospectiva (1991-2001) y su influencia en la estructura del sistema metropolitano de Barcelona es estudiada. En primer lugar, a través de analizar la movilidad residencia-trabajo, los límites funcionales metropolitanos son delimitados para los años 1991, 1996 y 2001. Después, el artículo estudia como el crecimiento de los límites metropolitanos influencia en la estructura urbana para poder caracterizar los cambios en el periodo de tiempo estudiado. En este sentido, la estructura urbana es caracterizada a partir de tres elementos claves: identificación de subcentros urbanos mediante una aproximación funcional (movilidad residencia-trabajo), a la vez que se estima si ejercen influencia o no en la estructura urbana; el grado de complexidad del sistema metropolitano; y la medida del nivel de policentrismo considerando sus dimensiones morfológicas y funcionales como también proponiendo una integrada. Teniendo una perspectiva dinámica (1991-2001), los resultados sugieren un proceso de expansión urbana de los límites metropolitanos que se traduce en un incrmento de los subcentros debido a los cambios de los mercados residenciales y de trabajo, una estructura más policéntrica del sistema metropolitano y un mayor grado de su complejidad.

The Accessibility City - When Transport Infrastructure Matters in Urban Spatial Structure

Suburbanization is changing the urban spatial structure and less monocentric metropolitan regions are becoming the new urban reality. Focused only on centers, most works have studied these spatial changes neglecting the role of transport infrastructure and its related location model, the "accessibility city", in which employment and population concentrate in low-density settlements and close to transport infrastructure. For the case of Barcelona, we consider this location model and study the population spatial structure between 1991 and 2006. The results reveal a mix between polycentricity and the accessibility city, with movements away from the main centers, but close to the transport infrastructure.
