The paper presents the theoretical foundations and research design of a comprehensive research program initiated at the National University of Public Service for exploring the complex dynamics of digital transformation of governance and government. In alignment with the Danube Region Strategy the initiative is based on two main pillars: a) concepts of territorial and cross-border governance especially exploring the process from whole-of-government to social participation, and b) information management focusing on ICT ecosystems and project management. Based on these two pillars three drivers of digital transformation are defined which are very tightly intertwined in the research design. The first is what we collectively address as e-services including legaltechnical-organizational solutions, citizens´ acceptance and the complex notion of accessibility with trust. The second driver in our model is the appearance of “smartness” in governance both centrally and locally – spanning from knowledge management to smart communities in symbiosis with smart technologies. Finally, the third set of drivers for digital transition is the capability for innovation and change including management and organizations, social impacts of industry 4.0., and a modified Balanced Scorecard system for administration. The paper presents the key research questions in each pillar and maps how institutional collaborations (amongst 7 Hungarian, 3 European and 2 North-American universities) address them methodologically.

Digital transformation speeds up and strengthens an already growing demand for a well-functioning public administration with e-governmental services. The outbreak of the global Covid-19 pandemic edged such actions forward even more. Public administration with embedded institutions enables the formulation of a competitive environment. The implication of digital services can decrease the negative effects of an economic crisis. Evidence-based policy-making is a component of good governance next to transparency, sustainability, efficiency, integrity and an approach of being people-centric. Digitalisation brings new challenges for public service and governments are taking various measures in response to them. There is an evolving need for citizen-centric electronic public administration services. National performance can be expansively analysed in a globalised world – with international comparisons. The paper conducts an international comparative analysis about the developments of citizen-centric digital transformation in public administration after 2014 with special focus on Hungary and selected reference countries.

Abstract-Data are one of the key elements in corporate decision-making, without them, the decision-making process cannot be imagined. As a consequence, different analytical tools are needed that allow the efficient use of data, information and knowledge. These analytical tools are commonly called Business Intelligence systems that are introduced into the opeartion of enterprises to make access to business data easier, faster and broader in line with the needs of a given enterprise. Based on the findings of an empirical survey, this paper aims to give a deeper insight of the causes and purposes of using BI systems by Hungarian enterprises. It is revealed that such systems are mostly used for risk analysis, financial analysis, market analysis and controlling while their potential to make predictions is usually overlooked. One important conclusion of the paper is that the faster spread of BI systems would be facilitated by reducing costs, simpler parameter settings and a higher level of data protection.
