Racial disparities in social, education and health services continue unabated despite efforts to address them. At the margins of the service delivery system are lesser-known and minimally researched programs known as "culturally specific organizations" that have been developed by and with communities of color. These are organizations that have been developed by a specific community of color and continue to serve that same community of color. This article shares the insights of three leaders in racial equity, who have been immersed in Portland-based organizations for many years: two as organizational leaders and one as an academic research partner. The paper details the organizational assets, the research that provides emerging evidence of their contributions, and the resistance faced by its advocates. Additionally, original qualitative research contributes to this article: insights of the lived experience of leaders of color, and notes gathered over the years of presentations and dialogues in the region have been analyzed. Three additional assets are identified, adding to the seven assets that emerged in the literature. The article closes by identifying the implications that such organizations hold for education, research and practice.

Racial disparities abound in human services, with communities of color facing grave impediments to positive progress. Mainstream institutions move painstakingly slowly on reforms-movement too slow to offer this generation prospects for real hope in equity. This paper builds the rationale for expanding funding for culturally-specific organizations, detailing the ways that the literature and the tacit knowledge of culturally-specific organizations improve outcomes for clients and communities of color. The article identifies the service benefits in terms of client outcomes, accountability practices, community benefits, cultural affirmation and inclusion, building community and political capital, and lessening investments in white-centric services. We also identify methods for funding bodies to invest in culturally-specific organizations, and consider the accountability practices that might stimulate mainstream organizations to make gains in racial equity. In Multnomah County (in Oregon, USA), the Coalition of Communities of Color, an alliance of over 25 culturallyspecific community based organizations, is pressing for an alternative: equitable funding for culturally-specific organizations in order to improve the service outcomes for communities of color who have been waiting for A. Curry-Stevens, J. S. Muthanna 68 racial equity for generations.In this region, communities of color have spent the last ten years building an advocacy-based, multi-sector, multi-racial coalition to identify and advance collective interests. In 2003, their organizing and collective voice led to the redirection of approximately 25% of the County's anti-poverty funds to culturally-specific organizations to meet the needs of children of color. The effort was successful in reaching children of color-as 66% of the service users within these anti-poverty programs were children of color, compared to less than 20% before this effort, when outreach had primarily reached white families (Curry-Stevens, Cross-Hemmer, & Coalition of Communities of Color, 2010). And still, rising poverty and rising disparities within poverty cause grave challenges for the region. In response, the Coalition of Communities of Color has added research to their organizing efforts, and expanded their policy advocacy practices, including creating a policy agenda that has been effectively gaining attention. Supporting and Sustaining Grassroots Youth Organizations: The Case of New Detroit

Grassroots organizations have a central place in service provision within many urban communities, particularly as they work with young people. Enhancing the potential of youth serving organizations is vital as many of these small groups lack infrastructure and resources. One organization has gone beyond grant making to organizations to include providing technical assistance, then moving to a model of capacity building to improve their ability to fulfill their mission. This paper describes the efforts of New Detroit to improve the infrastructure of youth serving grassroots organizations through a multi-faceted model and the outcomes evidenced from the first cohort. In addition we explore the contradictions inherent in working with small groups. How do you improve effectiveness without destroying the ''homegrown'' character these groups possess? The model presented here shows the value of empowering small grassroots groups to build capacity.Résumé Les organisations populaires tiennent une place centrale dans la prestation de services dans de nombreuses collectivités urbaines, particulièrement car elles travaillent avec de jeunes personnes. L'amélioration du potentiel des organisations s'adressant aux jeunes est vitale car ces petits groupes manquent d'infrastructures et de ressources. Promover el desarrollo de las organizaciones juveniles es crucial ya que, en la mayoría de los casos, se trata de grupos reducidos que carecen de infraestructura y recursos. Una de estas organizaciones ha pasado de dedicarse solamente a gestionar becas para las organizaciones a incluir asistencia técnica, adoptando un modelo de creación de capacidades para poder cumplir mejor con su misión.
