Emergency scheduling of engineering rescue tasks in disaster relief operations and its application in China

Abstract: Disaster relief operations typically involve a large number of engineering rescue tasks, the efficient completion of which is vital to the success of the operations. The paper establishes a model of emergency scheduling of engineering rescue tasks in disaster relief operations, which involves multiple rescue teams and tasks, different and, perhaps fuzzy, processing times, as well as different importance weights of the tasks. We then propose a method based on biogeography‐based optimization, develop effective m… Show more

“…This system also has some shortcomings. For example, its data analysis ability is still limited [28,29]. The proposed system is still under development, in next step the response time factor, the state update factor, and other complex constrained conditions [30,31] should also be considered.…”

“…For instance, Wex et al [12] applied a single-objective programming model to capture assignment of rescue units and their matching mechanism with incidents in natural disaster management. Zheng et al [24,25] took into consideration both assignment of multiple rescue teams and the corresponding structure of emergency tasks. Rolland et al [26] concentrated on assignment of heterogeneous response teams, and their matching relationships with emergency tasks.…”

“…Meanwhile, an integrated framework with the concern of tasks-oriented EOA is also proposed to elaborate optimized mechanism. (3) Most of them are only dedicated to assignment of EO except for Wex et al [12], Zheng et al [24,25], Rolland et al [26] and Zhang et al [18]. At the same time, they merely take into account one or more aspects but not all depicted in Table 1.…”

“…Emergency evacuation generally contains the evacuee evacuation [1] and the relief resource deployment [2], and the evacuee evacuation is the most urgent work of disaster relief. An effective evacuation path planning strategy can not only effectively reduce the evacuation time consumption, but also prevent unnecessary congestion in the evacuation process, even secondary damage.…”
