As the most essential human need, territory is crucial for the survival of humanity. The increase in population and demand for land, as a result of urbanization, can no longer satisfy human requirements. The research method in this study is a normative legal research method. The approach method uses a statute approach, a comparative approach, and an analytical approach. The green certification serves as evidence for the legality of a building, fulfilling the criteria for a green building, as well as supports the green movement, which contributes to a positive public image. In the future, unregistered land could receive electronic certificates for the first time through land registration. As a guarantee of ownership of land rights, the legislation provides holders of electronic certificates with legal protection. The electronic information and transaction law (IET Law) accepts electronic land certificates as proof of electronic tenure. Keywords: green legality, land, certificate, Agrarian reform

As the Constitution observes, the purpose of the establishment of the Indonesian state is to achieve dignity and justice. One form of this justice is land rights. Until now, the land law is still a complicated discussion and often raises the pros and cons. This article aims to examine how the concept of land ownership in Indonesia is based on the state constitution. The method used in this research is normative-juridical law research with a descriptive-analytical approach. Under the Constitution, the state is not the owner but the land use and ownership regulator. The state’s function is to regulate the allocation and use of land as regulated in the Basic Agrarian Law (BAL). Thus, the law must be able to minimize the negative excesses of the development of land conflicts by creating the legal norms needed to protect people who may be harmed. The law must be able to control business transactions and economic development without having to leave the function of law to provide a sense of security and justice.

The main purpose of the article is to form the provision of legal security in land relations in the system of sustainable development of the region. The object of the study is land relations in a particular region. The research methodology involves the use of modern multifunctional modeling techniques to better represent the elements of ensuring security in land relations in the system of sustainable development of the region. As a result, a detailed model range of stages for ensuring legal security in land relations in the system of sustainable development of the region was obtained. The novelty of the obtained results is revealed through the use of new techniques for modeling the process of ensuring legal security in land relations in the system of sustainable development of the region. The study has a limitation in the form of not taking into account the legal specifics of permanence for all regions. Subsequent studies should provide for the expansion of modeling to the scale of not only a single region, but also a country.
