“…Higher-strength e-liquids provide better relief from withdrawal and satisfy cravings for tobacco 12 and may therefore be more effective for helping prevent relapse. 13 Making these products more expensive could disincentivise their use and drive vapers towards cheaper, lower-strength e-liquids.
